L'infermiere di famiglia verso un futuro prossimo

For many years now we have been living in a reality where we are witnessing an increase in the presence of chronicity and multimorbidity, creating a negative impact on levels of autonomy in daily activities; a reduction in life expectancy, due to the increase in the risk of mortality, also related to the global health emergency caused by Covid-19 in 2020, which is why in recent years these scenarios are increasingly worsening and to increase. Due to this, the WHO intervenes with the proposal made in 1998 "Health 21 Program", to improve health within the 21st century. Reason why they introduced a new healthcare figure: the Family or Community Nurse. With this study we want to analyze the roles and skills of this new and important healthcare figure, not yet fully introduced in the healthcare companies of Italy, passing first through the legislations, the decree-laws and the legal rules that are in force for this new figure. The methodology used for this study is a review of the literature via the PubMed biomedical database through a search string obtained through key words such as "Community health nursing in Italy", "Family nursing care in Italy" and on bibliographic research on texts such as “Family and Community Nurses: Policy proposals for a new welfare” edited by Gennaro Rocco, Silvia Marcadelli, Alessandro Stievano, Costantino Cipolla. 940 articles were screened and 9 studies identified. From these I was able to determine the legislation of the Family or Community Nurse and his nursing and non-nursing skills.

Da molteplici anni ormai viviamo in una realtà dove assistiamo ad un aumento della presenza di cronicità e di multimorbilità, creando un impatto negativo sui livelli di autonomia nelle attività quotidiane; una riduzione della speranza di vita, a causa dell’aumento del rischio di mortalità, correlata anche all’emergenza sanitaria mondiale causata dal Covid-19 nel 2020, motivo per il quale negli ultimi anni questi scenari stanno andando sempre più via via a peggiorare e ad aumentare. A causa di ciò interviene l’OMS con la proposta effettuata nel 1998 “Programma Salute 21”, per migliorare la salute entro il XXI secolo. Ragione per cui hanno introdotto una nuova figura sanitaria: l’Infermiere di Famiglia o di Comunità. Con questo studio si vuole analizzare i ruoli e le competenze di questa nuova ed importante figura sanitaria, non ancora introdotta del tutto nelle aziende sanitarie d’Italia, passando prima per le legislazioni, i decreti-legge e le norme giuridiche che sono in vigore per questa nuova figura. La metodologia usata per questo studio è una revisione della letteratura tramite la banca dati biomedica PubMed attraverso una striga di ricerca ottenuta tramite le key words come “Community health nursing in Italy”, “Family nursing care in Italy” e sulla ricerca bibliografica su testi come “Infermiere di Famiglia e di Comunità: Proposte di policy per un nuovo welfare” a cura di Gennaro Rocco, Silvia Marcadelli, Alessandro Stievano, Costantino Cipolla. Sono stati rilevati 940 articoli sottoposti a screening per poi identificare 9 studi. Da questi sono riuscito a determinare la legislazione dell’Infermiere di Famiglia o Comunità e le sue competenze infermieristiche e non.
