This thesis critically examines the interplay between different power levels and their implications for human rights implementation, specifically focusing on Brazil during the COVID-19 pandemic. By drawing on human rights theories and multi-level governance scholarship, the study analyzes the responses of federal, state, and local authorities in combination with civil society organizations (CSOs) to the healthcare needs of indigenous peoples during one of the biggest healthcare crises of our times. The findings of this research contribute to a better understanding of the challenges and opportunities for promoting human rights in complex situations.
