The purpose of this thesis is to evaluate the strategic importance of harmonization to improve the efficiency and quality of the service provided to patients at the four operational sites of the UOC SerD Alta e Bassa Padovana, through the application of accreditation regulations and with reference to ISO 9001:2015 quality standards. The importance of a unified organizational culture and the interactions between different professional roles, essential for a cohesive work environment and an integrated care approach, is well documented in the literature. The improvement path adopted was initially based on a review of the literature and regulatory sources on the management of quality systems in healthcare, with particular reference to the ISO 9001:2015 standard. To ensure the effectiveness of the adopted practices, working groups were convened to carry out the survey and evaluation of the documentation, specifically procedures, operational instructions, and related attachments. Periodic meetings were held to share the changes to be made to the documentation, thus facilitating communication and collaboration among the working group members. The initial harmonization involved three main procedures: Prevention, Diagnosis and Care, and Rehabilitation, which saw a progressive drafting effort shared among the 4 sites of the UOC, all of which proved to be compliant with accreditation verifications. Following specific audit activities, improvement actions were undertaken aimed at simplifying procedures and digitizing processes, thus improving the efficiency and effectiveness of the service provided. This work has contributed to strengthening the internal organization and ensuring a high standard of quality and operational consistency within the UOC SerD Alta e Bassa Padovana, confirming the effectiveness of the regulatory and quality interventions implemented.
Lo scopo della presente tesi è valutare l'importanza strategica dell'armonizzazione per migliorare l'efficienza e la qualità del servizio offerto ai pazienti afferenti alle quattro sedi operative della UOC SerD Alta e Bassa Padovana, mediante l’applicazione delle normative di accreditamento e degli standard di qualità ISO 9001:2015. L'importanza di una cultura organizzativa unificata e sulle interazioni tra diverse professionalità, essenziali per un ambiente di lavoro coeso e per un approccio assistenziale integrato, è ben documentata in letteratura. Il percorso di miglioramento adottato si è fondato in una prima fase sulla revisione della letteratura e delle fonti normative sulla gestione dei sistemi di qualità in sanità con particolare riferimento alla norma ISO 9001:2015. Per garantire l'efficacia delle pratiche adottate, sono stati convocati gruppi di lavoro per effettuare la ricognizione e la valutazione della documentazione, in particolare procedure, istruzioni operative e relativi allegati. Periodicamente sono state tenute riunioni per condividere le modifiche da apportare alla documentazione, facilitando così la comunicazione e la collaborazione tra i membri del gruppo di lavoro. L'armonizzazione iniziale ha interessato tre procedure principali: Prevenzione, Diagnosi e Cura, e Riabilitazione, che hanno visto un progressivo lavoro di stesura condiviso fra le 4 sedi dell’UOC, dimostrandosi tutte conformi alle verifiche per l'accreditamento. A seguito di specifica attività di Audit sono state intraprese azioni di miglioramento finalizzate alla semplificazione delle procedure e alla digitalizzazione dei processi, migliorando così l'efficienza e l'efficacia del servizio offerto. Questo lavoro ha contribuito a rafforzare l'organizzazione interna e a garantire un elevato standard di qualità e coerenza operativa all'interno della UOC SerD Alta e Bassa Padovana, confermando l'efficacia degli interventi normativi e qualitativi implementati.
