"Pedemontano" is an adjective that describes an area located at the foot of a mountain range situated in the plains. This is the description of the portion of territory in the Lombardy region, spanning the provinces of Varese, Como, Monza Brianza, and Bergamo, where the Pedemontana road infrastructure will be developed and completed by the year 2031. To understand the characteristics of the project, the Regional Territorial Plan was consulted, and an on-site inspection was carried out to directly verify the progress of the work. This new infrastructure will have significant environmental, economic, and social impacts on the territory, which this thesis aims to explore, along with the countermeasures—namely the sustainability elements implemented by the designers during the preliminary construction phase. The data necessary to complete the information reported in the analysis were collected through the websites of ARPA (Regional Environmental Protection Agency) of the Lombardy region and Autostrada Pedemontana Lombarda. The most significant challenge faced in the design process was the sustainable management of the territory, which is characterized by a highly fragile ecosystem due to excessive land consumption—a result of previous policies that were either not stringent or entirely absent in terms of land conservation. As a first step in undertaking the analysis, the motivations that led the institutions to decide to carry out the project were verified and outlined. Subsequently, the territory and the vulnerabilities to be addressed during the design phase were described through the creation of a map divided into several vector layers using the QGIS software. The shapefiles used to construct the map were selected and extracted from the geoportal of the Lombardy region. Finally, to understand the level of impact of the infrastructure on a portion of territory with specific characteristics, the areas of the municipalities of Biassono and Arcore, in the province of Monza Brianza, involved in the construction of the Pedemontana, were examined. This information was gathered from the Territorial Government Plans of the respective municipalities, while the final design plans were obtained from the information websites of Autostrada Pedemontana Lombarda (APL).
Pedemontano è un aggettivo che descrive una zona ai piedi di una catena montuosa situata in pianura. Questa è la descrizione della porzione di territorio della regione Lombardia a cavallo delle province di Varese, Como, Monza Brianza e Bergamo, dove verrà sviluppata e completata l’infrastruttura stradale Pedemontana entro l’anno 2031. Per conoscere le caratteristiche del progetto è stato consultato il Piano Territoriale Regionale ed è stato svolto un sopralluogo per verificare direttamente lo stato di avanzamento dei lavori. Questa nuova infrastruttura comporterà sul territorio impatti ambientali, economici e sociali rilevanti che in questa tesi di laurea si sono voluti approfondire assieme alle contromisure, ovvero gli elementi di sostenibilità implementati dai progettisti durante la fase preliminare alla costruzione. I dati necessari per completare le informazioni riportate nell’analisi sono stati raccolti attraverso i siti internet di ARPA (Agenzia Regionale per la Protezione dell’Ambiente) della regione Lombardia ed Autostrada Pedemontana Lombarda. La sfida più significativa affrontata nella progettazione è stata la gestione sostenibile del territorio, il quale è caratterizzato da una grande fragilità dell’ecosistema dovuta all’elevato consumo di suolo, risultato questo dovuto alle politiche pregresse poco rigorose o del tutto assenti volte alla sua conservazione. Come primo passaggio per intraprendere l’analisi sono state verificate ed esposte le motivazioni che hanno condotto le istituzioni alla decisione di realizzare l’opera, successivamente è stato descritto il territorio e le vulnerabilità da affrontare in fase di progettazione attraverso la creazione di una mappa che si divide su diversi layer vettoriali sul programma QGIS. I shapefile utilizzati per costruire la mappa sono stati selezionati ed estratti dal geoportale della regione Lombardia. Infine per capire il livello di impatto dell’infrastruttura su di una porzione di territorio con caratteristiche specifiche sono state prese in esame le zone dei comuni di Biassono e Arcore, in provincia di Monza Brianza, coinvolte nella costruzione della Pedemontana. Queste informazioni sono state ricavate dai Piani di Governo del Territorio dei rispettivi Comuni mentre le planimetrie di progettazione definitive dai siti internet di informazione dell’Autostrada Pedemontana Lombarda (APL).
