Migration phenomena represent a complex and multifaceted reality in the contemporary global context, closely intertwined with social, economic and political dynamics. These issues are at the center of polarized political and media discourses in which reception, security and national identity collide in opposing narratives. Within this framework, it is essential to take a critical approach that overcomes simplistic or ideological views. This thesis analyzes the double standard reserved by the European Union for two migration flows: that of the Syrian population and that of the Ukrainian one. The discussion is divided into three main chapters. The first chapter addresses the figure of the migrant and refugee in the international legislative context, problematizing the legal categories and normative gaps that define their status and rights. The second chapter examines political communication and analyzes how public opinion is formed with respect to the migration phenomenon, exploring in particular the role of strategic narratives put in place by politicians to influence collective perception. The third chapter is devoted to analyzing the double standard between the Syrian and Ukrainian migrations, showing how the asymmetry results in the adoption of specific legal instruments, in a specific media construction of the respective crises.
I fenomeni migratori rappresentano una realtà complessa e articolata nel contesto globale contemporaneo, strettamente intrecciata con dinamiche sociali, economiche e politiche. Questi temi sono al centro di discorsi politici e mediatici polarizzati, in cui accoglienza, sicurezza e identità nazionale si scontrano in narrazioni contrapposte. In questo quadro, è essenziale adottare un approccio critico che superi visioni semplicistiche o ideologiche. La presente tesi analizza il doppio standard riservato dall’Unione Europea a due flussi migratori: quello della popolazione siriana e quello della popolazione ucraina. La trattazione è suddivisa in tre capitoli principali. Il primo capitolo affronta la figura del migrante e del rifugiato nel contesto legislativo internazionale, problematizzando le categorie giuridiche e le lacune normative che ne definiscono lo status e i diritti. II secondo capitolo esamina la comunicazione politica e analizza il modo in cui l’opinione pubblica si forma rispetto al fenomeno migratorio, esplorando in particolare il ruolo delle narrazioni strategiche messe in atto dai politici per influenzare la percezione collettiva. Il terzo capitolo è dedicato all’analisi del doppio standard tra le migrazioni siriana e ucraina, mostrando come l’asimmetria si traduca nell’adozione di specifici strumenti giuridici, in una specifica costruzione mediatica delle rispettive crisi.
