Care and control are two words that should not be related at all: yet, their lines can appear blurred and therefore they can overlap in social care practices. Starting from the introduction of the concept of care, as the most radical practice that we have (Klein, 2019) to fulfil the historical duty to change the world (Freire, 2014), we then proceed with the understanding of the concept of control in social settings. Analysing the peculiar status of the care relationship, that is characterised by an imbalance of power between the agents involved, we are provided with some advices and practices that can help caregivers to not transform the power they need to perform in order to provide care into exploitation. In the last chapter of this thesis, we analyse a research that aims to understand how public officers perceive their power in the social-welfare services they are employed in. The data has been collected with a qualitative research that has been conducted through interviews. Another important collection of information that has been useful to the understanding of the context the officers operate in comes from informal interactions with them, and those have also been considered with the aims to provide a deeper and more complete knowledge of the housing crisis in the city of Dublin and how the local authority is dealing with it.
Cura e controllo sono due termini che non dovrebbero avere nulla a che vedere tra loro, eppure spesso i loro confini appaiono sfumati, finendo per sovrapporsi nel lavoro sociale. Iniziando dalla comprensione di cosa si intende quando si parla di cura, e di come questa rappresenti “la pratica più radicale che abbiamo oggi a disposizione” (Klein, 2019) per assolvere al “compito storico di cambiare il mondo” (Freire, 2014), proseguiamo nella comprensione di cosa si intende quando si parla di controllo nel lavoro sociale. Analizzeremo la complessità della relazione di cura, caratterizzata da un’asimmetria di potere tra i soggetti che vi partecipano, e in seguito provvederemo a illustrare delle linee guida che possono aiutare i caregiver a non trasformare il potere che devono esercitare per praticare la cura in soprusi. Nell’ultimo capitolo tratteremo della ricerca qualitativa svolta intervistando il personale del servizio socio-assistenziale presso il quale ho svolto il tirocinio, che si poneva l’obiettivo di comprendere la loro percezione circa il potere che esercitavano nel loro lavoro. La raccolta di dati è stata svolta attraverso delle interviste, ma molte informazioni che ho ritenuto importante includere al fine di avere una più profonda comprensione del contesto in cui si trovano ad operare, come la crisi abitativa a Dublino e le risposte del governo locale, derivano da scambi informali con il personale.
