L'affido familiare: una prospettiva sociologica

This paper aims to explore the theme of family foster care, a social intervention measure aimed at protecting minors coming from difficult family backgrounds. Family foster care represents a temporary response focused on guaranteeing security and stability to minors coming from problematic family contexts, while promoting the construction of social and affective networks involving the minor, the foster family and the community. The main objective of the research is to understand the role of foster care in the construction of family social capital and in the integration of the child into a network of affective and supportive relationships. The first chapter focuses on the historical-legal evolution of the institution of family foster care, with particular attention to the Italian regulations that regulate the rights of minors and the responsibilities of foster families. Fundamental laws such as Law 184/1983 and subsequent amendments, including Law 149/2001 and Law 173/2015, which introduces the concept of affective continuity, are analyzed. In addition, the most recent guidelines are explored, which aim to standardize foster care practices and ensure increasingly adequate protection for minors. The second chapter analyzes the institution of foster care in a theoretical way, the relational dynamics of family foster care are examined, focusing on the ways in which the institution of foster care promotes social cohesion and the integration of the child in new environments. The analysis focuses on the social capital produced by relationships of trust and reciprocity, and on the impact that these support networks have on the well-being and personal growth of minors. Finally, the third chapter presents the testimonies of three young people who have lived the experience of foster care firsthand, highlighting how this has influenced their perception of the concept of family and their personal development. The interviews provide a direct perspective on the effects of foster care in terms of emotional stability, social growth and strengthening of emotional bonds. In conclusion, the thesis underlines how family foster care is not just a temporary tool for the protection of the child, but a real opportunity to create networks of social capital for the benefit of the child and the entire community. Foster families, through their commitment, play a crucial role in providing a safe and stable environment, fostering the resilience and emotional growth of the child.

Il presente elaborato si propone di esplorare il tema dell'affido familiare, una misura di intervento sociale finalizzata alla tutela dei minori provenienti da contesti familiari difficili. L'affido familiare rappresenta una risposta temporanea volta a garantire sicurezza e stabilità ai minori provenienti appunto da contesti familiari problematici, promuovendo al contempo la costruzione di reti sociali e affettive che coinvolgono il minore, la famiglia affidataria e la comunità. L'obiettivo principale della ricerca è comprendere il ruolo dell'affido nella costruzione del capitale sociale familiare e nell'integrazione del minore in una rete di relazioni affettive e di supporto. Il primo capitolo si concentra sull'evoluzione storico-giuridica dell'istituto dell'affido familiare, con particolare attenzione alle normative italiane che regolamentano i diritti dei minori e le responsabilità delle famiglie affidatarie. Vengono analizzate leggi fondamentali come la Legge 184/1983 e le successive modifiche, tra cui la Legge 149/2001 e la Legge 173/2015, che introduce il concetto di continuità affettiva. Inoltre, vengono esplorate le linee guida più recenti, che mirano a uniformare le pratiche di affido e a garantire una protezione sempre più adeguata ai minori. Il secondo capitolo analizza in modo teorico l'istituto dell'affido, vengono esaminate le dinamiche relazionali dell'affido familiare, concentrandosi sulle modalità con cui l'istituto dell'affido promuove la coesione sociale e l'integrazione del minore in nuovi ambienti. L’analisi si sofferma sul capitale sociale prodotto dalle relazioni di fiducia e reciprocità, e sull’impatto che queste reti di supporto hanno sul benessere e sulla crescita personale dei minori. Il terzo capitolo infine, presenta le testimonianze di tre ragazzi che hanno vissuto in prima persona l'esperienza dell'affido, evidenziando come questa abbia influenzato la loro percezione del concetto di famiglia e il loro sviluppo personale. Le interviste forniscono una prospettiva diretta sugli effetti dell'affido in termini di stabilità emotiva, crescita sociale e rafforzamento dei legami affettivi. In conclusione, la tesi sottolinea come l'affido familiare non sia solo uno strumento temporaneo di protezione per il minore, ma una vera opportunità per creare reti di capitale sociale a beneficio del minore e dell'intera comunità. Le famiglie affidatarie, attraverso il loro impegno, svolgono un ruolo cruciale nel fornire un ambiente sicuro e stabile, favorendo la resilienza e la crescita emotiva del minore.
