The present thesis starts from the exploration of what is maltreatment in childhood and adolescence, as a public health problem and increasingly pervasive phenomenon of difficult relevance especially in cases of domestic violence and psychological violence. Following a brief analysis of the risk factors and protection against maltreatment and prevention tools, we focus more on the main tool for protecting children at risk, namely foster care. Starting from a study of the scientific and normative literature, the thesis explores the legislative framework underlying foster care, namely Law 184 of 4 May 1983 subsequently amended by Law n°149/2001, and highlights the different types of foster care that can be activated for children at risk. The professional educator, in the institution of family care, plays a significant role in home and territorial educational interventions, in protected meetings between the child and the biological parents in order to ensure quality relationships between the protagonists. A family care project is divided into several steps, in which the professional figure of the educator is always present as a key figure for the construction of meaningful links and authentic educational relationships. The objective of this thesis is to study the interventions carried out by the professional educator, emphasizing his relational, communicative and design skills in order to pursue the biopsychosocial well-being of the minor and the success of the foster care project.
La presente tesi parte dall’esplorazione di quello che è il maltrattamento all’infanzia e nell’adolescenza, in quanto problema di salute pubblica e fenomeno sempre più pervasivo e di difficile rilevanza soprattutto nei casi di violenza intrafamiliare e di violenze psicologiche. In seguito a una breve analisi di quelli che sono i fattori di rischio e di protezione del maltrattamento e gli strumenti di prevenzione, ci si sofferma con maggiore interesse sul principale strumento di protezione del minore a rischio, ovvero l’affido familiare. Partendo da uno studio della letteratura scientifica e normativa, la tesi approfondisce la cornice legislativa che sottende all’affido familiare, ovvero la Legge 184 del 4 Maggio 1983 successivamente modificata dalla Legge n°149/2001, e sottolinea le diverse tipologie di affido che si possono attivare nei confronti del minore a rischio. L’educatore professionale, nell’istituto dell’affido familiare, ricopre un ruolo significativo negli interventi di educativa domiciliare e territoriale, negli incontri protetti tra il minore e i genitori biologici al fine di garantire delle relazioni di qualità tra i soggetti protagonisti. Un progetto di affido familiare si suddivide in diversi passaggi, nei quali è sempre presente la figura professionale dell’educatore in quanto figura cardine per la costruzione di legami significativi e di relazioni educative autentiche. L’obiettivo della tesi è di studiare gli interventi svolti dall’educatore professionale, sottolineando le sue competenze relazionali, comunicative e di progettazione al fine di perseguire il benessere biopsicosociale del minore e il successo del progetto di affido.
