The thesis analyzes the evolution of the right to asylum, reception policies and migratory phenomena, with particular attention to Italy and Europe. It examines how, over time, asylum has gone from an individual right to a tool for managing migratory flows, increasingly controlled by governments. This transformation has significant repercussions not only on the lives and destiny of migrant people, but also on the possibilities for action of associations and civil society. Furthermore, the theoretical framework is enriched by an ethnographic investigation conducted in the city of Trieste during the summer of 2024. The first part of the document examines four fundamental points: the legal and historical bases of the right to asylum, asylum policies in Europe and Italy, the reception system in Italy and the multi-level governance in the reception of asylum seekers. The second part collects the elements of methodology that were used and addressed during the ethnography such as participant observation and discursive interview. The last part presents the experiences of the subjects of the investigation and the results that emerged through the interpretation of the data by the researcher.
La tesi analizza l'evoluzione del diritto d'asilo, delle politiche di accoglienza e dei fenomeni migratori, con particolare attenzione all'Italia e all'Europa. Si esamina come, nel corso del tempo, l'asilo sia passato da un diritto individuale a uno strumento di gestione dei flussi migratori, sempre più controllato dai governi. Questa trasformazione ha ripercussioni significative non solo sulle vite e sul destino delle persone migranti, ma anche sulle possibilità d'azione di associazioni e della società civile. Inoltre il quadro teorico è arricchito da un'indagine etnografica condotta nella città di Trieste durante l’estate 2024. La prima parte del documento esamina quattro punti fondamentali: le basi giuridiche e storiche del diritto di asilo, le politiche sull’asilo in Europa e in Italia, il sistema di accoglienza in Italia e la multi-level governance nella ricezione dei richiedenti asilo. La seconda parte raccoglie gli elementi di metodologia che sono stati utilizzati ed affrontati durante l’etnografia come l’osservazione partecipante e l’intervista discorsiva. L’ultima parte presenta le esperienze dei soggetti dell’indagine e i risultati che sono emersi attraverso l’interpretazione dei dati da parte della ricercatrice.
