Tourism today represents one of the most dynamic and influential economic and cultural sectors on a global scale, with profound impacts not only on the economy of regions but also on their social, environmental, and cultural dimensions. This phenomenon has undergone rapid evolution, driven by technological, economic, and geopolitical changes, as well as shifting traveler expectations. In this context, art cities emerge as highly appreciated destinations, thanks to their historical, artistic, and cultural heritage, which enables them to attract significant tourist flows. Through an analysis of tourism phenomena and the strategies adopted for enhancement, the aim is to understand how tourism can be effectively managed to promote local development while respecting the cultural and environmental identity of destinations. The first chapter examines the tourism phenomenon as a whole, from its historical origins to its modern evolution, with a focus on the various forms of tourism and the strategic tools employed at national and international levels, such as the Tourism Strategic Plan 2023–2027 and the National Recovery and Resilience Plan (PNRR). The chapter also delves into the recent geopolitical effects on the tourism industry, which have deeply influenced global demand and supply. The second chapter delves into the concept of a tourism destination, exploring its dynamics, the determinants of tourist flows, and management models such as Destination Management and Destination Marketing. These tools play a crucial role in the planning and promotion of destinations, contributing to their competitiveness and sustainability. The third chapter focuses on Emilia-Romagna, a region that stands out in the Italian tourism landscape due to the variety and quality of its offerings, from culture to gastronomy, coastal tourism to nature tourism. Within this context, the Romagna Tourism Destination distinguishes itself for its ability to attract visitors, supported by innovative promotion and management strategies. The fourth chapter is dedicated to Ravenna, an art city of extraordinary significance, listed as a UNESCO World Heritage Site for its Early Christian and Byzantine monuments. Following an overview of its territorial context and main attractions, the chapter analyzes the guidelines of Ravenna's Tourism Strategic Plan and the tourist flows that characterize the city. A SWOT analysis highlights Ravenna's strengths and challenges as a tourism destination. Finally, the fifth chapter proposes actions in both Destination Management and Destination Marketing to enhance Ravenna's tourism potential, promoting a sustainable approach capable of addressing future challenges and the needs of an ever-evolving tourism sector. Through this analysis, the thesis aims to contribute to a better understanding of tourism dynamics in art cities, offering insights for policies and practices that can ensure balanced and sustainable development.
