The term gender-based violence encompasses all forms of violence, including psychological and physical abuse, sexual violence, behaviours such as stalking and harassment, up to and including acts like rape and femicide. This violence disproportionately affects individuals discriminated against based on their gender, representing both a violation of human rights and a significant social issue. The World Health Organization (WHO) defines violence against women as "a health problem of enormous global proportions."; according to WHO data, one in three women worldwide experiences physical and/or sexual violence at the hands of their current or former partner. Similarly, the Ministry of the Interior defines “violence against women as any act of gender-based violence that causes physical, sexual, or psychological harm or suffering to women. This includes threats, coercion, or arbitrary deprivation of liberty, as outlined in Article 1 of the UN Declaration on the Elimination of Violence against Women.” This thesis aims to explore the topic of gender-based violence from a multidisciplinary perspective, analysing the phenomenon and the local support systems designed to counteract and prevent it. Particular attention is given to the European project CHANGE, implemented in the regions of Friuli Venezia Giulia and Veneto.
Con l’espressione violenza di genere si indicano tutte quelle forme di violenza da quella psicologica e fisica a quella sessuale, dagli atti persecutori del cosiddetto stalking allo stupro, fino al femminicidio, che riguardano un vasto numero di persone discriminate in base al sesso. Tale fenomeno rappresenta una violazione dei diritti umani e un problema sociale di grande rilevanza. Il rapporto dell’OMS (Organizzazione Mondiale della Sanità) definisce la violenza contro le donne “un problema di salute di proporzioni globali enormi”; secondo i dati forniti dall’OMS una donna su tre al mondo subisce una qualche forma di violenza fisica e/o sessuale dal proprio attuale o ex partner. Secondo il Ministero dell’Interno è «"violenza contro le donne" ogni atto di violenza fondata sul genere che provochi un danno o una sofferenza fisica, sessuale o psicologica per le donne, incluse le minacce, la coercizione o la privazione arbitraria della libertà. Così recita l'art. 1 della dichiarazione Onu sull’eliminazione della violenza contro le donne». La stesura di questo elaborato ha come obiettivo quello di affrontare il tema della violenza di genere attraverso una prospettiva multidisciplinare, analizzando il fenomeno e il sistema di supporto territoriale volto a contrastarlo e prevenirlo, ponendo particolare attenzione al progetto europeo CHANGE, realizzato nel territorio delle regioni Friuli Venezia Giulia e Veneto.
