Over the past few decades, Haiti has experienced situations of intense violence fueled by various crises that have significantly weakened both public and private institutions. These crises have severe consequences on the living conditions of the population and jeopardize the future of millions of children, young people, and adults who are, nonetheless, endowed with creative potential. By examining the various transformations that have occurred in society, different aspects of the Haitian problem emerge, viewed through its social, political, and cultural dynamics in contemporary times. During this period and in the decades that followed, numerous popular uprisings and clashes between military forces, political groups, and the population took place, unleashing waves of violence that fostered widespread fear and a sense of distrust among the population, with people becoming suspicious of one another. It must also be noted that this period marks a time of significant political tension but also a moment of transition and rupture in the political, economic, and social life of the country, particularly with the promulgation of the 1987 constitution. This new perspective offers a framework for analyzing the Haitian crisis but, more importantly, for considering social policies in Haiti in terms of mediation and the underlying institutional processes. Knowing that the problems that arise in societies are not inevitable, they stem from social mechanisms that can be understood through the analysis of social practices and the mediation of thought. We hypothesize that the Haitian crisis is primarily linked to both the short-term and structural weaknesses resulting from a lack of mediation at both public and private institutional levels.
Negli ultimi decenni, Haiti ha vissuto situazioni di grande violenza alimentate da crisi di ogni tipo che hanno indebolito notevolmente le istituzioni sia pubbliche che private. Queste crisi hanno conseguenze pesanti sulle condizioni di vita della popolazione e compromettono il futuro di milioni di bambini, giovani e adulti, pur essendo dotati di potenzialità creative. Esaminando le varie trasformazioni che sono state apportate a livello sociale, emergono diverse sfaccettature del problema haitiano, considerate nella sua dinamica sociale, politica e culturale nell'epoca contemporanea. In questo periodo e nelle decadi successive, si sono verificati numerosi sollevamenti popolari e scontri tra le forze militari, i gruppi politici e la popolazione, scatenando ondate di violenza che hanno suscitato grande paura e un sentimento di diffidenza generalizzata tra la popolazione, con una crescente sfiducia reciproca. Va aggiunto che questo periodo segna un momento di grande tensione politica, ma anche un momento di transizione e rottura nella vita politica, economica e sociale, in particolare con la promulgazione della costituzione del 1987. Questa nuova prospettiva ci offre un terreno per analizzare la crisi haitiana, ma soprattutto per riflettere sulle politiche sociali in Haiti in termini di mediazione e sui processi istituzionali sottostanti. Sapendo che i problemi che sorgono nelle società non sono una fatalità, ma derivano da meccanismi sociali che possono essere compresi attraverso l'analisi delle pratiche sociali e la mediazione del pensiero, partiamo dall'ipotesi che la crisi haitiana sia principalmente legata alle debolezze congiunturali e strutturali derivanti dalla mancanza di mediazione sia a livello delle istituzioni pubbliche che private.
