Bilateral relations between Italy and Albania have undergone profound transformations over the centuries, reflecting political, economic, and cultural changes. While these relations have strengthened significantly, particularly after the fall of the Albanian communist regime, their roots extend to a more distant past, in which Italy played a crucial role in shaping present-day Albania. This thesis aims to analyze the evolution of these relations, from their historical origins to contemporary agreements, with particular focus on their impact and Italy’s contribution to the democratization process, development in various sectors, and the promotion of human rights in the so-called “Land of the Eagles.” The first chapter will provide a concise overview of Albania’s contemporary history, exploring its historical connections with Italy up to the 1990s. The second chapter will focus on the strengthening of bilateral cooperation in the economic, political, and cultural sectors, examining the key agreements that have influenced not only Albania’s development but also the lives of Albanians, both in their homeland and in Italy. Special attention will be given to the role of human rights within the framework of bilateral agreements. Finally, the last chapter will be dedicated to cooperation on migration issues, analyzing the impact of major migratory flows from Albania and how they have contributed to shaping the socioeconomic dynamics of both countries. The analysis will also examine the risks associated with human rights protection in the implementation of the most recent migration policies.
Le relazioni bilaterali tra Italia e Albania hanno attraversato profondi mutamenti nel corso dei secoli, riflettendo cambiamenti politici, economici e culturali. Sebbene abbiano visto un rafforzamento soprattutto dopo la caduta del regime comunista albanese, tali relazioni affondano le proprie radici in un passato più remoto, in cui l’Italia ha svolto un ruolo cruciale nella formazione dell’odierna Albania. Il presente lavoro di tesi si propone di analizzare l’evoluzione di tali rapporti, dalle origini storiche fino agli accordi contemporanei, con particolare attenzione sul loro impatto e al contributo italiano nel processo di democratizzazione, nello sviluppo nei diversi settori e nell’apertura ai diritti umani nel cosiddetto “Paese delle Aquile”. Il primo capitolo fornirà un quadro sintetico della storia contemporanea dell’Albania, approfondendo le connessioni storiche con l’Italia fino agli anni ’90. Nel secondo capitolo, l’analisi si concentrerà sul rafforzamento della cooperazione bilaterale nei settori economico, politico e culturale, esaminando i principali accordi che hanno influenzato non solo la crescita dell’Albania, ma anche la vita degli albanesi, sia in patria che in Italia. Particolare attenzione sarà riservata al ruolo dei diritti umani nell’ambito degli accordi bilaterali. Infine, l’ultimo capitolo sarà dedicato alla cooperazione in materia migratoria, esaminando l’impatto dei grandi flussi migratori dall’Albania e il modo in cui essi hanno contribuito a plasmare le dinamiche socioeconomiche di entrambi i Paesi. L’analisi si soffermerà altresì sui rischi connessi alla tutela dei diritti umani nell’attuazione delle più recenti politiche migratorie.
