The thesis examines the case of Bosnia and Herzegovina in the context of the enlargement process of the European Union. In this regard, the research and study process began with the construction of an appropriate framework that took into account the general context in which the relations between the country under research, namely Bosnia and Herzegovina, and the institutions of the European Union have developed over the last decades. Taking into consideration the official documents published by the European institutions and the regulatory references of the sector, the legal framework within which the European Union concretizes its enlargement has been constructed. To these assumptions has been added an in-depth analysis of the previous enlargements of the European Union and of the past and current geopolitical contexts that have accompanied Europe in this controversial and complicated phenomenon. Starting from these solid foundations, it was possible to carry out a careful analysis of the most relevant and critical characteristics of Bosnia and Herzegovina, including the geographical region where it is located, the particular ethno-institutional structure of the country and the chronic problems that hinder the country's path towards the Union. The set of these contents has allowed us to deepen the relations that currently exist between Bosnia and Herzegovina and the European Union. In detail, aspects such as economic relations, subsidies, technical assistance and the paradigms that have guided the Union's work in Bosnia and Herzegovina have been defined, effectively illustrated by experts and industry magazines. The analysis as a whole allows us to understand and interpret the tortuous path of Bosnia and Herzegovina towards the European Union, also in light of the latest documents issued by the European institutions.
La tesi approfondisce il caso della Bosnia ed Erzegovina nell’ambito del processo di allargamento dell’Unione Europea. A tal riguardo, il processo di ricerca e studio ha preso vita a partire dalla costruzione di un’opportuna cornice che tenesse conto del contesto generale nel quale si sono sviluppate le relazioni fra il Paese oggetto della ricerca, ovvero la Bosnia ed Erzegovina, e le istituzioni dell’Unione Europea nel corso degli ultimi decenni. Prendendo in considerazione i documenti ufficiali pubblicati dalle istituzioni europee e i riferimenti normativi del settore si è costruito il quadro giuridico all’interno del quale l’Unione Europea concretizza il suo allargamento. A questi presupposti si è aggiunto un approfondimento dei precedenti allargamenti dell’Unione Europea e dei contesti geopolitici trascorsi e attuali che hanno accompagnato l’Europa in questo fenomeno tanto controverso quanto complicato. A partire da queste solide fondamenta si è potuto dar luogo ad un’attenta analisi delle caratteristiche più rilevanti e critiche della Bosnia ed Erzegovina, inclusa la regione geografica dove essa si situa, il particolare assetto etno-istituzionale del Paese e le problematiche croniche che ostacolano il percorso del Paese verso l’Unione. L’insieme di questi contenuti ha permesso di approfondire i rapporti che ad oggi sussistono fra la Bosnia ed Erzegovina e l’Unione Europea. Nel dettaglio, sono stati definiti aspetti quali i rapporti economici, le sovvenzioni, l’assistenza tecnica e i paradigmi che hanno guidato l’operato dell’Unione in Bosnia ed Erzegovina, illustrati in modo efficace da esperti e riviste di settore. L’analisi nel suo complesso permette di comprendere ed interpretare il tortuoso percorso della Bosnia ed Erzegovina verso l’Unione Europea, anche alla luce degli ultimi documenti emessi dalle istituzioni europee.
