Il Ruolo attuale dell’OSCE nella Sicurezza Internazionale: Lotta al Terrorismo e Diritti Umani

In the current international security environment, terrorism continues to represent one of the most complex asymmetric threats to be addressed. In planning strategies to meet this challenge, it is important to keep the protection of human rights central. This delicate balancing act has the task of maintaining the effectiveness of counter-terrorism strategies, while at the same time protecting fundamental rights and freedoms. This thesis aims to examine the forces that keep this balance stable, focusing on the fundamental role played by the Organisation for Security and Cooperation in Europe (OSCE), researching its added value, strengths and limitations. Its contemporary role will be analysed, with a specific focus on its engagement in the fight against terrorism, and the dynamics of the crisis that the Organisation is facing in the current global context. The hypothesis guiding the research is that the OSCE, despite the limitations arising from the non-binding nature of its recommendations and its effectiveness dependent on the political will of states, offers, with its three-dimensional approach to security, an added value to prevention and cooperation in counter-terrorism strategies. Through research based on the analysis of primary sources (official OSCE documents and manuals, national normative acts of states and declarations), secondary sources (academic literature and articles), and case study (Poland), this production offers an insight into counter-terrorism strategies implemented in the global sphere and by the OSCE.

Nell’attuale contesto di sicurezza internazionale, il terrorismo continua a rappresentare una delle più complesse minacce asimmetriche da affrontare. Nella pianificazione delle strategie per far fronte a questa sfida, è importante mantenere centrale la tutela dei diritti umani. Questo delicato bilanciamento ha il compito di mantenere l’efficacia delle strategie antiterrorismo, e allo stesso tempo tutelare i diritti e le libertà fondamentali. Questa tesi si propone esaminare le forze che mantengono stabile questo equilibrio, concentrandosi sul ruolo fondamentale svolto dall’Organizzazione per la Sicurezza e la Cooperazione in Europa (OSCE), ricercandone il valore aggiunto, i punti di forza e i limiti. Verrà analizzato il suo ruolo contemporaneo, con un focus specifico sul suo impegno nella lotta al terrorismo, e le dinamiche della crisi che l’Organizzazione si trova ad affrontare nell’attuale globale contemporaneo. L’ipotesi di fondo che guida la ricerca è che l’OSCE, nonostante i limiti derivanti dalla natura non vincolante delle sue raccomandazioni e dall’efficacia dipendente dalla volontà politica degli Stati, offra, con il suo approccio tridimensionale alla sicurezza, un valore aggiunto alla prevenzione e la cooperazione nelle strategie antiterrorismo. Attraverso una ricerca documentale basata sull’analisi di fonti primarie (documenti e manuali ufficiali dell’OSCE, atti normativi nazionali degli Stati, dichiarazioni), secondarie (letteratura accademica, articoli), e caso studio (Polonia), questa produzione offre un quadro sulle strategie antiterrorismo attuate nella sfera globale e dall’OSCE.
