The homelessness is a very complex social phenomenon, in fact, finding an unambiguous and exhaustive definition isn’t an easy task. It’s a heterogenic and multidimensional phenomenon, this implies difficulties in quantifying the number of people who are in this life’s conditions and the factors that lead them to it. However, to do research on this subject, it’s necessary to understand the essential elements, choose the point of view to be adopted and draw its boundaries. So, through previous studies by authors who have been concerned with this for many years, we will try in this thesis to clarify this framework. However, it’s necessary to remember that it is certainly a phenomenon, but we are talking first of all about people, who have the rights to live in an adequate housing. As we can see in reality, for many people this right is not guaranteed, so they are living on the street, for various reasons, personal and/or structural. This paper will focus on structural reasons, in particular what has been and what is the role of housing and social policies towards of homeless people, in Italy and specifically in the municipality of Venice.
L' “homelessness” è un fenomeno sociale molto complesso, infatti, individuare una definizione univoca ed esaustiva non è compito semplice. È un fenomeno eterogeno e multidimensionale, e questo comporta delle difficoltà nel quantificare il numero di persone che si trovano in questa condizione di vita e i fattori che li portano a ciò. Tuttavia, per fare ricerca su questo tema, è necessario comprendere gli elementi essenziali, scegliere il punto di vista da adottare e delinearne i confini. Per cui, attraverso studi precedenti di autori che si sono occupati per molti anni di ciò, si cercherà in questa tesi di chiarire questa cornice. È necessario però ricordare che è certamente un fenomeno, ma si parla prima di tutto di persone, le quali hanno diritto a vivere in un’abitazione adeguata. Tuttavia, come si può notare osservando la realtà, per molte persone questo diritto non è garantito e si trovano quindi a vivere per strada, per vari motivi, personali e/o strutturali. In questo elaborato ci si concentrerà sui motivi strutturali, in particolare su quale sia stato e qual è il ruolo delle politiche abitative e sociali nei confronti delle persone senza dimora, in Italia e nello specifico nel Comune di Venezia.
