This thesis analyzes citizenship as a universal human right, challenging its current selective and hierarchical function. After reconstructing its theoretical, legal, and historical meanings, it explores the views of Arendt, Rawls, and Pogge on the link between citizenship and rights. It then examines how migration policies produce exclusion and inequality, culminating in the condition of migrants as invisible legal subjects. The thesis argues for moving beyond the national idea of citizenship to recognize it as a universal right.
Questa tesi analizza la cittadinanza come diritto umano universale, mettendo in discussione la sua attuale funzione selettiva e gerarchizzante. Dopo averne ricostruito i significati teorici, giuridici e storici, si approfondiscono le visioni di Arendt, Rawls e Pogge sul legame tra cittadinanza e diritti. Si esamina poi il ruolo delle politiche migratorie nella produzione di esclusione e disuguaglianza, fino a trattare la condizione dei migranti come soggettività giuridiche invisibili. La tesi sostiene la necessità di superare l’idea nazionale di cittadinanza per riconoscerla come diritto universale.

Abstract
