Over the past decades, the European Parliament (EP) has acquired an increasingly important role in the political system of the European Union, evolving from an advisory body to a central co-legislator. However, its ability to influence international negotiations remains controversial and depends on multiple institutional, political and strategic factors. This thesis investigates how the EP selects the ‘political battles’ it faces in global contexts and what conditions determine its actual influence. The analysis is developed in three chapters. The first traces the historical and institutional evolution of the European Parliament, focusing on the strengthening of its legislative and supervisory powers and its complex inter-institutional relations with the Commission and the Council. The second chapter examines the mechanisms and strategies through which the EP exerts influence, highlighting the role of political groups, parliamentary committees, lobbying and NGOs. EP influence emerges not only through formal power, but also through strategic negotiation in a multilevel context. The third chapter focuses on a case study that empirically tests the theoretical assumptions by identifying the conditions that facilitate or hinder the EP's success in international negotiations.
Negli ultimi decenni, il Parlamento Europeo (PE) ha acquisito un ruolo sempre più rilevante nel sistema politico dell’Unione Europea, evolvendo da organo consultivo a co-legislatore centrale. Tuttavia, la sua capacità di influenzare i negoziati internazionali rimane controversa e dipende da molteplici fattori istituzionali, politici e strategici. Questa tesi indaga in che modo il PE seleziona le “battaglie politiche” da affrontare nei contesti globali e quali condizioni ne determinano l’effettiva influenza. L'analisi si sviluppa in tre capitoli. Il primo ripercorre l’evoluzione storica e istituzionale del Parlamento Europeo, soffermandosi sul rafforzamento delle sue competenze legislative e di controllo e sulle complesse relazioni interistituzionali con Commissione e Consiglio. Il secondo capitolo esamina i meccanismi e le strategie attraverso cui il PE esercita influenza, evidenziando il ruolo dei gruppi politici, delle commissioni parlamentari, del lobbying e delle ONG. L’influenza del PE emerge non solo attraverso il potere formale, ma anche grazie a una negoziazione strategica in un contesto multilivello. Il terzo capitolo si concentra su un caso di studio che mette alla prova empiricamente le ipotesi teoriche, identificando le condizioni che facilitano o ostacolano il successo del PE nei negoziati internazionali.
