Starting from the reforms of '92 and subsequent ones, the National Health System has undergone significant changes, necessary to ensure better performance and to contain the expenses required for its sustainability. The regional law 19/2016, in particular, introduced important innovations and reforms in the Veneto healthcare landscape, emphasizing an integrated and personalized approach to patient care. Through a thorough analysis of the regulations and their practical applications, the aim is to evaluate how these measures have influenced the efficiency of the healthcare system, the quality of services offered, and user satisfaction. Another relevant aspect that will be discussed in detail is the Social Health Plan 2019-2023, currently extended into 2024 and referred back to the regional council by the V council commission. There will also be a mention of new bodies that will take care of social assistance in our region, the Social Territorial Areas (ATS). It is essential to also consider the reforms that are anticipated with the implementation of the National Recovery and Resilience Plan (PNRR), which represents a unique opportunity for the strengthening and modernization of the healthcare system. Furthermore, a comparison will be made between the Regional Health Service (SSR) and the opportunities offered by the private sector and the private sector in agreement with the AULSS, analyzing how these alternatives can integrate and influence access to and the quality of care for Veneto citizens.
A partire dalle riforme del ’92 e successive, il Sistema Sanitario Nazionale è stato soggetto ad importanti cambiamenti, necessari a garantire una migliori prestazioni e al contenimento della spesa necessaria alla sua sussistenza. La legge regionale 19/2016, in particolare, ha introdotto importanti innovazioni e riforme nel panorama sanitario veneto, ponendo l'accento su un approccio integrato e personalizzato alla cura dei pazienti. Attraverso un'analisi approfondita delle normative e delle loro applicazioni pratiche, si intende valutare come tali misure abbiano influenzato l'efficienza del sistema sanitario, la qualità dei servizi offerti e la soddisfazione degli utenti. Un ulteriore aspetto di rilevanza che verrà trattato in dettaglio è il Piano Socio Sanitario 2019-2023, attualmente prorogato nel 2024 e rimandato al consiglio regionale dalla V commissione consiliare. Si farà poi cenno a dei nuovi organismi che andranno ad occoparsi dell'assistenza sociale nella nostra regione , gli Ambiti Territoriali Sociali (ATS). È fondamentale considerare anche le riforme che si preannunciano con l'implementazione del Piano Nazionale di Ripresa e Resilienza (PNRR), il quale rappresenta un'opportunità unica per il rafforzamento e la modernizzazione del sistema sanitario. Inoltre, si andrà a comparare il Servizio Sanitario Regionale (SSR) con le opportunità offerte dal settore privato e dal privato convenzionato con le AULSS, analizzando come queste alternative possano integrarsi e influenzare l'accesso e la qualità delle cure per i cittadini veneti.
