This thesis analyzes the historical, legal, and economic evolution of the concept of minimum wage, with particular attention to the contemporary debate on the introduction of a statutory wage floor in Italy. Starting from medieval ethical-religious reflections on the notion of a "just wage," the work traces the key stages that led to the emergence of the first forms of legal minimum wage in the twentieth century, highlighting the role of the Church’s Social Doctrine, fascist corporatism, and collective bargaining in the post-war period. The second part of the thesis addresses the international and comparative dimension of wage regulation, analyzing the experiences of the United States, Australia, New Zealand, Germany, France, Spain, and developing countries, with a focus on the policies of the International Labour Organization and the EU Directive 2022/2041. The final section examines the economic and social impacts of the minimum wage, with particular reference to in-work poverty, gender inequalities, and the communication strategies employed by trade union movements. The thesis concludes with an empirical study on the perception of minimum and fair wages in Italy, and with proposals for communication campaigns aimed at raising public awareness. The interdisciplinary approach—combining history, economics, law, and communication—aims to offer a critical and up-to-date reflection on the role of the minimum wage in a democratic and inclusive society.
Questa tesi analizza l’evoluzione storica, giuridica ed economica del concetto di salario minimo, con particolare attenzione al dibattito contemporaneo sull’introduzione di una soglia retributiva legale anche in Italia. A partire dalle riflessioni etico-religiose medievali sul “salario giusto”, il lavoro ripercorre le tappe fondamentali che hanno condotto alla nascita delle prime forme di salario minimo legale nel Novecento, evidenziando il ruolo della Dottrina Sociale della Chiesa, del corporativismo fascista e della contrattazione collettiva nel secondo dopoguerra. La seconda parte della tesi affronta la dimensione internazionale e comparata della regolamentazione salariale, analizzando le esperienze di Stati Uniti, Australia, Nuova Zelanda, Germania, Francia, Spagna e dei Paesi in via di sviluppo, con un focus sulle politiche dell’Organizzazione Internazionale del Lavoro e sulla direttiva UE 2022/2041. L’ultima sezione esamina gli impatti economici e sociali del salario minimo, con particolare riferimento alla povertà lavorativa, alle disuguaglianze di genere e alle strategie comunicative utilizzate dai movimenti sindacali. La tesi si conclude con una ricerca empirica sulla percezione del salario minimo e giusto salario in Italia, e con proposte di campagne comunicative per sensibilizzare l’opinione pubblica. L’approccio interdisciplinare, che coniuga storia, economia, diritto e comunicazione, intende offrire una riflessione critica e aggiornata sul ruolo del salario minimo in una società democratica e inclusiva.
