This thesis analyzes the case of Kobarid, Slovenia, with particular focus on the €15 per person fee introduced on March 15, 2021, for descending the Soča (Isonzo) River by rafting or kayaking along the stretch near Kobarid. The main objective is to identify how this decision has impacted the area economically, socially, and environmentally, by assessing the perceptions of the stakeholders involved: kayakers, tourism operators, and local residents. The thesis is structured into six chapters: the first chapter provides a general overview of the tourism phenomenon, while the second explores destination management. The third chapter introduces the concept of river tourism, which is further developed in relation to the Slovenian case in the fourth and fifth chapters. The fifth chapter also presents the various perceptions of the stakeholders involved. The sixth chapter proposes an ethical management approach to the river, aiming to reconcile environmental protection, economic sustainability, and accessibility. This research seeks to encourage reflection on the concept of ethical management that goes beyond purely economic benefits and instead focuses on promoting tourism based on awareness, responsibility, and the freedom to experience the river as a resource accessible to all.
Questa tesi analizza il caso di Kobarid-Slovenia, con particolare attenzione alla tassa di 15€ a persona per la discesa del fiume Soča (Isonzo) in rafting o kayak nel tratto presso Kobarid, entrata in vigore il 15 marzo 2021. L'obiettivo principale è identificare come questa decisione sia andata ad impattare economicamente, socialmente e ambientalmente, valutando la percezione degli attori coinvolti: kayakisti, operatori turistici e residenti. La tesi si articola in sei capitoli: offrendo inizialmente una panoramica generale sul fenomeno del turismo nel primo capitolo, il secondo capitolo esplora la gestione delle destinazioni turistiche, il terzo introduce il fenomeno del turismo fluviale che poi si sviluppa maggiormente sul caso sloveno nel quarto e quinto. Il quinto capitolo inoltre espone le varie percezioni degli attori coinvolti. Il sesto capitolo propone una gestione etica del fiume che vada a conciliare tutela ambientale, sostenibilità economica e accessibilità. La ricerca mira a far riflettere sul concetto di gestione etica che vada oltre ai benefici esclusivamente economici e si concentri invece sulla promozione di un turismo che faccia spazio alla consapevolezza, alla responsabilità e alla libertà di viversi il fiume come una risorsa accessibile a tutti.
