Starting from the premise that, within the Italian healthcare system, accreditation constitutes a strategic tool for ensuring the quality and safety of care, this work aims to examine its nature and regulatory framework, with the objective of providing an overall interpretation of the institution and demonstrating how standards, procedures, and organizational models can help guarantee quality, safety and equity in the delivery of healthcare services, while at the same time strengthening the efficiency and sustainability of the system as a whole. In particular, after a brief historical reconstruction of the evolution of the institution and of the principles underlying its regulation, the study will proceed with an analysis of the current legislation, with the aim of illustrating the general provisions applicable throughout the national territory and comparing the models adopted by individual Regions, highlighting any disparities resulting from this diversity of approaches. The analysis will then extend to the international context, comparing the Italian experience with that of other countries and outlining the framework of current European and international regulations in the field of healthcare, in order to clarify the influence they exert on Italian legislation.
Partendo dall’assunto che, nel sistema sanitario italiano, l’accreditamento si configura come uno strumento strategico per garantire la qualità e la sicurezza delle cure, il presente lavoro si propone di approfondirne la natura e la disciplina, con l’obiettivo di offrire una lettura complessiva dell’istituto e di mostrare come standard, procedure e modelli organizzativi possano contribuire a garantire qualità, sicurezza ed equità nell’erogazione delle prestazioni sanitarie, rafforzando al contempo l’efficienza e la sostenibilità del sistema nel suo complesso. In particolare, dopo una breve ricostruzione storica dell’evoluzione dell’istituto e dei principi che ne informano la disciplina, si procederà ad un esame della normativa vigente, con l’intento di illustrarne le disposizioni generali, applicabili su tutto il territorio nazionale, e di confrontare i modelli adottati dalle singole Regioni, mettendo in luce eventuali disomogeneità derivanti dalla pluralità di approcci. In seguito, l’analisi si estenderà al panorama internazionale, confrontando l’esperienza italiana con quella di altri Paesi e delineando il quadro delle normative europee e internazionali in materia sanitaria attualmente vigenti, così da chiare l’influenza che esse esercitano sulla normativa italiana.
