In recent years, the acceleration of technological development has brought significant benefits, but also increasing and often overlooked environmental costs. Among these, the water impact of digital infrastructures is emerging as a critical issue. This thesis examines the water consumption associated with advanced digital technologies, with particular attention to artificial intelligence, as an emblematic case of a transformation that, while seemingly immaterial, demands vast natural resources. Through an interdisciplinary perspective, the research first explores the technical aspects related to the operation of data centers, focusing on the dynamics that lead to substantial water usage. It then analyzes the ethical implications of such consumption in the context of global water scarcity and the unequal distribution of resources. Finally, the study reviews the existing legal framework and proposes potential regulatory enhancements. The thesis aims to contribute to greater awareness of a topic still rarely addressed, offering interpretative and legal tools to confront one of the most urgent challenges of the digital transition: balancing technological progress with environmental sustainability.
Negli ultimi anni, l'accelerazione dello sviluppo tecnologico ha comportato benefici significativi, ma anche costi ambientali crescenti e spesso trascurati. Tra questi, l’impatto idrico delle infrastrutture digitali rappresenta una criticità emergente. Questa tesi analizza il consumo d’acqua associato alle tecnologie digitali avanzate, con particolare attenzione all’intelligenza artificiale, come caso emblematico di una trasformazione che, pur essendo immateriale in apparenza, richiede enormi naturali. Attraverso una prospettiva interdisciplinare, la ricerca esplora innanzitutto gli aspetti tecnici legati al funzionamento dei data center, soffermandosi sulle dinamiche che richiedono dispendio di acqua. Vengono poi analizzate le implicazioni etiche di tale consumo, alla luce della scarsità idrica globale e dell’iniqua distribuzione delle risorse. Infine, si esamina il quadro giuridico esistente, e si propongono ipotesi per un rafforzamento normativo. La tesi intende così contribuire a una maggiore consapevolezza su un tema ancora poco discusso, proponendo strumenti interpretativi e normativi per affrontare una delle sfide più urgenti della transizione digitale: il bilanciamento tra progresso tecnologico e sostenibilità ambientale.
