This paper intends to offer a reflection on one of the most complex and current challenges for the Italian welfare system: the phenomenon of Unaccompanied Foreign Minors (MSNA). Specifically, the focus is on protection interventions and practises activated in the Italian context. In the first chapter, the context of migration in Italy is outlined and the profile of the MSNA is traced, highlighting the socio-demographic characteristics and the main vulnerability factors. The second chapter analyses the reference regulatory framework, both at international and national level, paying attention to the laws and instruments that regulate the reception and protection of unaccompanied foreign minors. The third chapter is dedicated to intervention practises and reception models, focussing on the first and second reception structures provided for by the Italian system and on the experimental project "Terreferme". The latter represents an innovative experience of second reception based on family custody, promoted by an interregional partnership, which aims to guarantee personalised and sustainable integration paths for single minors.
Il presente elaborato intende offrire una riflessione su una delle sfide più complesse e attuali per il sistema di welfare italiano: il fenomeno dei Minori Stranieri Non Accompagnati (MSNA). Nello specifico ci si concentra sugli interventi di tutela e sulle pratiche attivate nel contesto italiano. Nel primo capitolo viene delineato il contesto della migrazione in Italia e viene tracciato il profilo dei MSNA, evidenziando le caratteristiche socio-demografiche e i principali fattori di vulnerabilità. Il secondo capitolo analizza il quadro normativo di riferimento, sia a livello internazionale che nazionale, ponendo attenzione alle leggi e agli strumenti che regolano l’accoglienza e la protezione dei minori stranieri non accompagnati. Il terzo capitolo è dedicato alle pratiche di intervento e ai modelli di accoglienza, soffermandosi sulle strutture di prima e seconda accoglienza previste dal sistema italiano e sul progetto sperimentale “Terreferme”. Quest’ultimo rappresenta un’esperienza innovativa di seconda accoglienza basata sull’affido familiare, promossa da un partenariato interregionale, che mira a garantire percorsi di integrazione personalizzati e sostenibili per i minori soli.
