This thesis explores the issue of poverty in Italy, examining its recent evolution and the public policies implemented to combat it. After reflecting on the concept of poverty and its different forms—absolute, relative, and multidimensional—the analysis focuses on updated data concerning the scope and characteristics of the phenomenon over the past fifteen years. Particular attention is given to the national policy instruments introduced, from the Inclusion Income to the Citizenship Income, and finally to the current Inclusion Allowance. The thesis investigates how these measures function, assessing their impact, effectiveness, and limitations, also through comparisons with international experiences. The aim is to understand whether and to what extent these tools have contributed to real social inclusion and the reduction of inequality, while offering insights into the future of the Italian welfare system.
La tesi affronta il tema della povertà in Italia, analizzandone l’evoluzione recente e le politiche pubbliche attivate per contrastarla. Dopo una riflessione sul concetto stesso di povertà e sulle sue diverse forme – assoluta, relativa, multidimensionale – lo studio si concentra sull’analisi dei dati aggiornati riguardanti l’estensione e le caratteristiche del fenomeno negli ultimi quindici anni. Particolare attenzione è dedicata agli strumenti di intervento messi in campo a livello nazionale, dal Reddito di Inclusione al Reddito di Cittadinanza, fino all’Assegno di Inclusione. La tesi approfondisce il funzionamento di queste misure, valutandone impatti, benefici e criticità, anche attraverso un confronto con esperienze internazionali. L’obiettivo è comprendere se e in che misura tali strumenti siano stati in grado di favorire una reale inclusione sociale e ridurre le disuguaglianze, contribuendo a delineare il ruolo futuro del welfare italiano.
