The thesis analyzes the topic of Universal Health Coverage (UHC), both at the national and international levels, as a means of guaranteeing the right to health. Universal Health Coverage is considered one of the fundamental goals of health policies and plays an important role as a human right recognized internationally and strongly supported by the World Health Organization. UHC is based on the idea that every individual should be able to access quality health services, regardless of their economic or social situation, without facing financial hardship in order to protect their health. It is not merely a health goal but also a means of ensuring dignity and social justice, in line with the fundamental principles of human rights.Through the analysis of how this concept is applied at the global, European, and national levels, the thesis aims to offer a critical reflection on the relationship between the right to health, public policies, and the fair and universal coverage of related costs. Central to this work is the examination of the gap between reality and the ideal, with the understanding that achieving UHC represents one of the most complex challenges facing contemporary health systems.
La tesi analizza il tema della copertura sanitaria universale (CSU), sia sul piano nazionale che internazionale per la garanzia al diritto alla salute. la Copertura sanitaria universale è considerata uno degli obiettivi fondamentali delle politiche sanitarie e ricopre un ruolo importante come diritto umano riconosciuto a livello internazionale, sostenuto con forza dall’Organizzazione Mondiale della Sanità. La CSU si basa sull’idea che ogni individuo possa accedere a servizi sanitari di qualità, indipendentemente dalla propria situazione economica o sociale, senza quindi incorrere in un rischio finanziario per tutelare la propria salute. Non si tratta unicamente di un traguardo sanitario, ma anche di un mezzo di garanzia di dignità e di giustizia sociale in linea con i principi fondamentali dei diritti umani. Attraverso l’analisi riguardo l’applicazione di questo strumento a livello globale, europeo e nazionale, si intende offrire una riflessione critica sul rapporto tra il diritto alla salute, le politiche pubbliche e la copertura equa e universale dei relativi costi. Centrale è l’analisi del divario tra reale e ideale, nella consapevolezza che la realizzazione della CSU rappresenta una delle sfide più complesse per i sistemi sanitari contemporanei.
