With the new State-Regions Agreement of April 17, 2025, a systematic evaluation of the effectiveness of occupational health and safety training has been mandated. Such an approach may go beyond the purely formal perspective of training delivered by Employers, Managers, Supervisors, and Workers. Within this framework, not only the general and specific training courses provided for under Legislative Decree 81/08 are included, but also those related to first aid, emergency management, and fire prevention, as well as programs aimed at certification for the use of complex or potentially hazardous equipment. The assessment of training effectiveness could thus assume a transversal significance, to be conducted both in the short term—immediately following the completion of training activities—and in the medium to long term, with evaluations scheduled at intervals of six months or even one year. In this thesis, to assess whether the concepts delivered in training courses persist over time, the subject of occupational safety training has been approached by integrating normative, psychopedagogical, and communicative perspectives. After reviewing the Italian legislative framework on safety training, from the earliest general provisions to the most recent and currently applicable regulations, an in-depth analysis was conducted on persuasive strategies and psychopedagogical and communicative principles for effective training. These principles are considered essential tools to ensure that the content transmitted during courses does not remain abstract knowledge but becomes practical competencies applicable in daily practice. Subsequently, an anonymous questionnaire comprising 10 multiple-choice questions and one open-ended question was administered to workers at several Residential Care Facilities (R.S.A.) in the province of Belluno, with the aim of assessing employees’ perceptions regarding the effectiveness of the training courses they had attended. Overall, this work seeks to contribute to the scientific and operational debate on occupational health and safety training, emphasizing the importance of a systematic evaluation of effectiveness and highlighting how the integration of regulatory requirements, pedagogical approaches, and research tools can promote a genuine improvement in preventive practices in the workplace.
Alla luce del nuovo Accordo Stato-Regioni del 17 aprile 2025, è stato introdotto l’obbligo di procedere ad una sistematica valutazione dell’efficacia della formazione in materia di salute e sicurezza sul lavoro. Questa potrebbe superare l’ottica meramente formale della formazione da parte di Datori di Lavoro, Dirigenti, Preposti e Lavoratori. In questa prospettiva, rientrano non soltanto i corsi di formazione generale e specifica previsti dal D.Lgs. 81/08, ma anche quelli relativi al primo soccorso, alla gestione delle emergenze e all’antincendio, così come i percorsi finalizzati all’abilitazione all’uso di attrezzature complesse o potenzialmente pericolose. La valutazione dell’efficacia potrebbe assumere quindi una valenza trasversale da effettuarsi sia nel breve periodo, ovvero a ridosso della conclusione delle attività formative, sia nel medio-lungo termine, con rilevazioni programmate a distanza di sei mesi o addirittura di un anno. In questo lavoro di tesi per valutare se i concetti dei corsi di formazione permangono nel tempo si è scelto di affrontare il tema della formazione in materia di sicurezza con un approccio che intreccia prospettive normative, psicopedagogiche e comunicative. Dopo aver ricercato l’excursus legislativo italiano in materia di formazione per la sicurezza sul lavoro, dalle prime disposizioni di carattere generale fino alle normative più recenti ed attualmente vigenti, è stato condotto un approfondimento sulle strategie persuasive e sui principi psicopedagogici e comunicativi per una formazione efficacie, che si configurano come strumenti imprescindibili per garantire che i contenuti trasmessi durante i corsi non restino nozioni astratte, ma diventino reali competenze da applicare nella pratica quotidiana. Successivamente è stato realizzato un questionario anonimo composto da 10 domande a risposta multipla ed una domanda a risposta aperta che è stato somministrato ai lavoratori di alcune Residenze Sanitarie Assistenziali (R.S.A.) della provincia di Belluno, con l’obiettivo di rilevare la percezione dei lavoratori in merito all’efficacia dei corsi di formazione già frequentati. Nel complesso, il lavoro intende contribuire al dibattito scientifico e operativo sulla formazione in materia di salute e sicurezza, sottolineando l’importanza di una valutazione sistematica dell’efficacia e mettendo in luce come l’integrazione tra requisiti normativi, approcci pedagogici e strumenti di indagine possa favorire un reale miglioramento delle pratiche di prevenzione nei luoghi di lavoro.
