This report aims to evaluate in a comparative manner the two approaches to the disposal of MSW on an energy, economic and environmental level. WtE plants today represent the reference solution, with proven reliability, a large number of operating hours per year and an already existing and widespread system network. On the other hand gasifiers could offer superior performance in terms of energy efficiency and lower environmental impacts, but require checks on operating costs and overall sustainability. The following thesis is motivated by the desire to provide a rigorous and up-to-date analysis of these two technological options and compare their energy yields, investment and operating costs, emissions generated and other environmental aspects. Furthermore in the decision making process in order to fill the plant deficit in the Centre-South, it will be crucial to identify the best solution from an integrated energy and environment perspective; assessing waste-to-energy versus gasification will help define the energy role of municipal waste in the coming decades, ensuring compliance with circular economy and minimisation of environmental impact, in line with European directives and national transition strategies
Questa relazione ha lo scopo di valutare in maniera comparativa i due approcci allo smaltimento dei RSU sul piano energetico, economico e ambientale. I termovalorizzatori WtE rappresentano oggi la soluzione di riferimento, con affidabilità comprovata, gran numero di ore di esercizio annue e una rete impiantistica già esistente e diffusa. D’altra parte i gassificatori potrebbero offrire prestazioni superiori in termini di efficienza energetica e minori impatti ambientali, ma richiedono verifiche su costi operativi e sostenibilità complessiva. La seguente tesi è motivata dalla volontà di fornire un’analisi rigorosa e aggiornata di queste due opzioni tecnologiche e confrontarne i rendimenti energetici, i costi di investimento ed esercizio, le emissioni generate e altri aspetti ambientali. Inoltre nel processo di decision making al fine di colmare il deficit impiantistico al Centro-Sud, sarà cruciale identificare la soluzione migliore in un’ottica integrata di energia e ambiente; valutare la termovalorizzazione rispetto alla gassificazione contribuirà a definire il ruolo energetico dei rifiuti urbani nei prossimi decenni, garantendo al contempo il rispetto di economia circolare e minimizzazione dell’impatto ambientale, in linea con direttive europee e strategie nazionali di transizione ecologica.
