The management and maintenance of national infrastructure assets are fundamental to ensuring the safety and durability of existing structures. In this context, the Italian Ministry of Infrastructure and Sustainable Mobility issued in 2022 the Guidelines for the Classification and Management of Risk, Safety Assessment, and Monitoring of Existing Bridges, which establish a multi-level framework designed to guarantee systematic and consistent monitoring. This thesis focuses on Level 1—visual inspections—the first operational phase following the inventory of assets (Level 0). Visual inspections are intended to collect essential geometric and structural data and to document the condition of the structure through surveys and photographic records. Defect sheets are compiled, with particular attention to deterioration phenomena as well as to the geomorphological and hydraulic conditions of the site, thereby providing the basis for assigning the Attention Class rating. The thesis presents the field inspection of an existing bridge, applying the methodology prescribed by the Guidelines and preparing the related inspection documentation. The analysis allowed for the identification of the main defects affecting the structural elements and for the estimation of their extent and severity. The ministerial protocol proves to be an effective decision-support tool for planning maintenance strategies and for the risk-informed management of road infrastructure.
La gestione e la manutenzione del patrimonio infrastrutturale nazionale rappresentano un tema di fondamentale importanza per la sicurezza e la durabilità delle opere esistenti. A tal fine, il Ministero delle Infrastrutture e della Mobilità Sostenibili ha emanato le Linee Guida per la classificazione e gestione del rischio, la valutazione della sicurezza ed il monitoraggio dei ponti esistenti (2022), che introducono un approccio multilivello finalizzato a garantire un monitoraggio sistematico e uniforme. Il presente elaborato si concentra sul Livello 1, relativo alle ispezioni visive, che rappresentano il primo strumento operativo successivo al censimento delle opere (Livello 0). Le ispezioni visive hanno lo scopo di acquisire informazioni geometriche e strutturali di base e documentare lo stato di conservazione dell’opera mediante rilievi e fotografie. Vengono compilate schede di difettosità, con particolare riferimento ai fenomeni di degrado e alle condizioni geomorfologiche e idrauliche del sito, fornendo le basi per l’attribuzione della Classe di Attenzione. La tesi descrive l’attività di sopralluogo condotta su un ponte esistente, applicando la metodologia prevista dalle Linee Guida e redigendo la relativa documentazione ispettiva. L’analisi ha permesso di individuare i principali difetti sugli elementi strutturali, di stimarne l’estensione e la gravità. Il protocollo ministeriale si conferma valido strumento di supporto alla pianificazione degli interventi manutentivi e alla gestione consapevole del rischio delle infrastrutture viarie.
