The thesis examines safety management in construction sites involving Temporary Business Associations (ATI), with particular focus on the organizational challenges arising in complex contexts. After outlining the regulatory framework for construction site safety and the main professional roles involved, the work explores the structure and functioning of ATIs, highlighting issues related to coordination and shared responsibility. It then analyzes the documentary and operational management of safety, including plans, inspections, and controls. The applied section focuses on the "HUB di Ingegneria" construction site for University of Padua, analyzed through the author’s internship experience. The analysis highlights the main difficulties in communication and management among companies, emphasizing the importance of effective coordination to ensure regulatory compliance and overall site safety.
La tesi analizza la gestione della sicurezza nei cantieri caratterizzati dalla presenza di Associazioni Temporanee di Imprese (ATI), con particolare attenzione alle criticità organizzative che emergono nei contesti complessi. Dopo un inquadramento normativo sulla sicurezza nei cantieri e sulle principali figure coinvolte, il lavoro approfondisce la struttura e il funzionamento delle ATI, evidenziando le problematiche di coordinamento e responsabilità condivisa. Viene poi esaminata la gestione documentale e operativa della sicurezza, con riferimento a piani, verifiche e controlli. La parte applicativa riguarda il cantiere HUB di Ingegneria dell’Università di Padova, analizzato attraverso l’esperienza di tirocinio del laureando. L’analisi mette in luce le principali difficoltà di comunicazione e gestione tra imprese, sottolineando l’importanza di un efficace coordinamento per garantire il rispetto delle normative e la sicurezza complessiva del cantiere.
