The thesis analyzes public debt as a structural element of modern economy and democracy, using Andrea Guazzarotti's book "Debt and Democracy" as a reference. The course begins with the founding of the Bank of England in 1694, an event that marked the union between political and financial power, and then traces the evolution of European public debt up to the Italian case, analyzed from the 1970s to the present day. Through the study of inflation phenomena, energy crises, and restrictive fiscal policies, the research shows how debt has become not only an accounting constraint, but a governance tool and instrument of social redistribution. Sustainability indicators are also examined – debt/GDP ratio, primary balance, and structural balance – to highlight how public debt remains a fundamental lever in the economic and political choices of the contemporary state, and the debts of the major world economies to better understand the topic of public debt today.
La tesi analizza il debito pubblico come elemento strutturale dell’economia moderna e della democrazia, prendendo come riferimento il libro “Debito e democrazia” di Andrea Guazzarotti. Il percorso parte dalla nascita della Bank of England nel 1694, evento che segna l’unione tra potere politico e finanziario, per poi ripercorrere l’evoluzione del debito pubblico europeo fino ad arrivare al caso italiano, analizzato dagli anni Settanta ad oggi. Attraverso lo studio dei fenomeni di inflazione, crisi energetiche e politiche fiscali restrittive, la ricerca mostra come il debito sia diventato non solo un vincolo contabile, ma uno strumento di governance e redistribuzione sociale. Vengono esaminati anche gli indicatori di sostenibilità – rapporto debito/PIL, saldo primario e saldo strutturale – per evidenziare come il debito pubblico resti una leva fondamentale nelle scelte economiche e politiche dello Stato contemporaneo e i debiti delle maggiori economie mondiali per comprendere al meglio l'argomento del debito pubblico al giorno d'oggi
