The purpose of this thesis is to examine steel not merely as an industrial material, but as a strategic instrument of power and a catalyst for geopolitical conflict. The first chapter explores the role of steel within the global economic system, tracing its evolution from post-war reconstruction and the Cold War to the current phase of global competition among major powers such as the European Union, China, and the United States. Particular attention is devoted to the strategic significance of steel in the context of the ecological transition, through an analysis of the policy measures adopted by national and supranational governments. The second chapter focuses on Italy’s industrial strategies, offering a historical review of post-war industrial policies — from the IRI model to the processes of privatization — and assessing contemporary challenges related to sustainability, technological innovation, and industrial sovereignty. The third and final chapter presents an in-depth case study of Taranto, a paradigmatic example of the tensions between economic development, human rights (particularly the right to health), and environmental protection. The analysis highlights the political, institutional, and social dynamics surrounding the former Ilva steel plant, emblematic of the complex balance between industrial policy, environmental justice, and civic participation in contemporary Italy.
L'intenzione è quella di analizzare l'acciaio non solo come elemento industriale, ma come strumento di potere e oggetto di conflitti geopolitici. Il primo capitolo tratterà dell'acciaio nel sistema mondiale, partendo dalla ricostruzione postbellica e dalla Guerra Fredda, fino ad arrivare all'attuale competizione globale tra le principali potenze nello scacchiere geopolitico (Unione Europea, Cina e Stati Uniti). Ho intenzione inoltre di esporre nel primo capitolo, il ruolo strategico dell'acciaio nella transizione ecologica esaminando le misure proposte dai vari governi. Il secondo capitolo verterà sulle strategie industriali dell'Italia, esaminando sul passato delle politiche industriali italiane del dopoguerra, dal modello IRI alle privatizzazioni, fino ai giorni nostri con le sfide riguardo alla sostenibilità e alla sovranità industriale. Nel terzo e ultimo capitolo mi occuperò di analizzare il caso Taranto, caso emblematico tra sviluppo economico, diritti umani tra cui quello alla salute, ambiente. Particolare riguardo verrà chiaramente dato alle dinamiche politiche, istituzionali e sociali, all'ex Ilva, tra il difficile presente e il futuro incerto.
