Each country expresses itself diplomatically in distinct ways, shaped by the international bodies it engages with, its position in the globalized world, political alliances, and domestic political context. In this sense, this thesis analyzes how Brazilian and French diplomacies use the International Criminal Court (ICC) as a foreign policy instrument to navigate the inherent tension between international cooperation and national sovereignty, and examines the implications of these strategies for global justice and multilateral diplomacy. The theoretical framework addresses core concepts such as national sovereignty, foreign policy, and multilateral diplomacy. Methodologically, the research adopts a bibliographical and comparative approach to identify similarities and differences in Brazilian and French diplomatic strategies, particularly concerning their strategic engagement with the ICC and its broader implications.
