The thesis explores the topic of residential educational communities for minors, focusing specifically on the educational planning for children placed in such settings, and on the role of social services and interagency networks in shaping their life projects. The work presents a theoretical and regulatory analysis of residential care for minors, also tracing its historical evolution up to the present day. Among various official sources, an attempt was made to identify a shared definition that could clearly outline the role, responsibilities, and functions of residential communities, highlighting their centrality as relational and reparative spaces able to offer minors a stable, protective environment rich in opportunities and new life experiences. The research then focuses on the Progetto Quadro (Comprehensive Plan) developed by social services, and on the Progetto Educativo Individualizzato (Individual Educational Plan – PEI) created by the educational teams within the communities. It emphasizes the importance of collaboration among the different local services involved in the care process and in defining minors' life plans. The aim of the study is to analyze the impact that the absence, or lack of clarity, in the definition of life planning for minors in residential care has on their psychological and physical well-being, and on the overall quality of their experience in community. Such gaps often lead to negative consequences for the motivation of minors and reduce the effectiveness of the educational work. To investigate this, interviews will be conducted with educators working in residential communities and with social workers responsible for the minors, in order to gather their perspectives and provide tools and strategies to improve the collaboration between the various actors involved in the care process.
La tesi approfondisce il tema delle comunità educative residenziali per minori, nello specifico si focalizza sulla progettualità educativa dei minori inseriti in comunità e sulla funzione dei servizi e della rete nella costruzione del progetto di vita. L'elaborato presenta un analisi teorica e normativa relativa alle comunità residenziali per minori, ripercorrendo anche l'evoluzione storica fino ai giorni d'oggi. Tra le varie fonti ufficiali si è cercato di trovare una definizione univoca che potesse definire con chiarezza il ruolo, l'operato e le competenze della comunità, facendo emergere la centralità della comunità educativa come spazio relazionale riparativo, in grado di offrire al minore un ambiente stabile e protetto, ricco di opportunità e nuove esperienze di vita. La ricerca si focalizza successivamente sul progetto quadro stilato dai servizi sociali e sul progetto educativo individualizzato realizzato dall'équipe educativa della comunità, facendo emergere l'importanza della collaborazione tra i vari servizi territoriali coinvolti nella presa in carico, nella definizione delle progettualità di vita dei minori. La ricerca intende analizzare l’impatto che l’assenza o la scarsa chiarezza nella definizione della progettualità di vita dei minori inseriti in comunità, ha sul loro benessere psicofisico e sulla qualità del percorso comunitario, causando ricadute negative sulla motivazione dei minori e sull'efficacia del lavoro educativo. Per fare questo verranno effettuate delle interviste agli educatori che operano all'interno delle comunità e agli assistenti sociali che hanno in carico i minori, con l'obiettivo di cogliere il loro punto di vista e offrire degli strumenti e delle strategie per migliorare il lavoro di rete fra i diversi attori coinvolti.
