The thesis addresses the topic of personalization of social interventions. “Personalisation” is a relatively recent concept: among the values that must be pursued in carrying out social work, we find, in fact, the need to put the individual at the centre, respecting him in his person and in his capacity for self-determination. In the field of public policies, personalization represents a new way through which to think and build social services and can become a fundamental element for the reform of the public sector. The theme of the research is the personalization of interventions with respect to the PNRR Project "Tornare a casa", line 1.1.3, "Strengthening social services in favor of home care", proposed in the Bergamo Area Area. The recipients of the project are non-self-sufficient elderly people, or adults in a vulnerable condition, who after a period of hospitalisation, not having a suitable family network, need to be supported through some home interventions; the project is also aimed at homeless people who, following hospitalization and worsening of their health condition, need to be placed within a housing context that can respond to their social-welfare needs. The research focuses on the territory of the Municipality of Bergamo and the general objective is to analyze the PNRR Project "Tornare a casa" to evaluate whether it is an effective example of social intervention based on personalisation. During the research, an analysis of the work of the operators in the creation of the Project will take place, to evaluate the personalization of the interventions, the evaluation of the socio-health integration necessary for the realization of the same, with a focus on the way in which it is perceived by social professionals , and the impact that the project has had on the lives of the beneficiaries will be explored in depth. To reconstruct and analyze the PNRR project “Tornare a casa” and try to answer the research questions, I resorted to qualitative research tools; including participant observation, the use of documents and semi-structured interviews. This decision arises from the need to understand and analyze the project in depth, capturing different perspectives and data within a particularly complex reality.
L’elaborato affronta il tema della personalizzazione degli interventi sociali. La “personalizzazione” è un concetto relativamente recente: tra i valori che devono essere perseguiti nello svolgimento del lavoro sociale, troviamo, di fatto, la necessità di mettere l’individuo al centro, rispettandolo nella sua persona e nella sua capacità di autodeterminazione. Nell’ambito delle politiche pubbliche la personalizzazione rappresenta un nuovo modo attraverso cui pensare e costruire i servizi sociali e può diventare un elemento fondamentale per la riforma del settore pubblico. Il tema della ricerca è la personalizzazione degli interventi rispetto al Progetto PNRR “Tornare a casa”, linea 1.1.3, "Rafforzamento dei servizi sociali a favore della domiciliarità", proposto nell’Ambito di Zona di Bergamo. I destinatari del progetto sono le persone anziane non autosufficienti, o adulti in condizione di vulnerabilità, che dopo un periodo di ricovero ospedaliero, non possedendo una rete familiare idonea, necessitano di essere supportate attraverso alcuni interventi a domicilio; il progetto è rivolto anche alle persone senza dimora che, in seguito ad un ricovero e all’aggravamento della propria condizione di salute, necessitano di essere collocate all’interno di un contesto abitativo che possa rispondere ai loro bisogni socio-assistenziali. La ricerca si focalizza sul territorio del Comune di Bergamo e l’obiettivo generale è quello di analizzare il Progetto PNRR “Tornare a casa” per valutare se si tratti di un esempio efficace di intervento sociale fondato sulla personalizzazione. Nel corso della ricerca avverrà un’analisi del lavoro degli operatori nella creazione del Progetto, per valutare la personalizzazione degli interventi, la valutazione dell’integrazione socio-sanitaria necessaria alla realizzazione dello stesso, con un focus sul modo in cui viene percepita dai professionisti sociali, e verranno approfondite le ricadute che il progetto ha avuto sulla vita delle persone beneficiarie. Per ricostruire e analizzare il progetto PNRR “Tornare a casa” e cercare di dare risposta alle domande della ricerca ho fatto ricorso agli strumenti della ricerca qualitativa; tra cui l’osservazione partecipante, l’uso dei documenti e le interviste semi-strutturate. Questa decisione nasce dalla necessità di comprendere e analizzare approfonditamente il progetto, cogliendo differenti prospettive e dati all’interno di una realtà particolarmente complessa.
