The thesis addresses the issue of evaluating the Added Value of the LEADER programme within the framework of the Common Agricultural Policy (CAP), proposing the digitalisation of the official assessment tool developed by the CAP Network in accordance with Implementing Regulation (EU) 2022/1475. The main objective is to make this tool accessible online to Italian Local Action Groups (LAGs), promoting a more uniform and simplified use in line with the participatory approach that characterises LEADER. The study analyses the historical evolution of the CAP and the LEADER approach, highlighting its seven founding principles and the challenges involved in measuring benefits that are not only economic, but also social, institutional, and relational. The evaluation focuses on three key dimensions: improved social capital, enhanced governance, and strengthened results and impacts. Through the analysis of the European document “Guidelines for Assessing the Added Value of LEADER”, the thesis reconstructs the methodological framework based on a system of LAV (LEADER Added Value) indicators, which was subsequently translated into a digital format using the LimeSurvey platform. Three questionnaires were designed for different stakeholder groups — LAG staff, members, and project beneficiaries — and were tested experimentally within the Prealpi e Dolomiti LAG, selected as a case study. The results demonstrate that the digitalisation of the evaluation process optimises data collection, facilitates self-assessment, and strengthens a culture of cooperation among local actors. The proposed tool represents a replicable model at the national level, capable of improving transparency, comparability, and the overall effectiveness of LEADER programme monitoring. In conclusion, the research highlights how digital innovation can contribute to making the CAP not only more efficient from an operational perspective, but also more participatory, inclusive, and results-oriented, thereby enhancing the role of LAGs in the sustainable development of rural areas.
La tesi affronta il tema della valutazione del valore aggiunto del programma LEADER, all'interno della Politica Agricola Comune (PAC), proponendo la digitalizzazione dello strumento ufficiale di misurazione elaborato dal CAP Network rispetto al Regolamento di Esecuzione (UE) 2022/1475. L'obiettivo principale è rendere questo strumento accessibile online ai Gruppi di Azione Locale (GAL) italiani, Favorendone un uso uniforme e semplificato, in linea con l'approccio partecipativo che caratterizza LEADER. Il lavoro analizza l'evoluzione storica della PAC e dell'approccio LEADER, mettendo in luce i suoi sette principi fondanti e le difficoltà nel misurare benefici non solo a livello economico ma anche sociale istituzionale e relazionale. La valutazione si concentra su tre dimensioni fondamentali: il capitale sociale migliorato la governance migliorata e i risultati ed impatti potenziati. Attraverso l'analisi del documento europeo “Guidelines for assesing the added value of LEADER”, La tesi ricostruisce il quadro metodologico basato su un sistema di indicatori LAV (LEADER Added Value), in seguito tradotto in formato digitale mediante la piattaforma LimeSurvey. Sono stati progettati tre questionari destinati a tre differenti gruppi di stakeholders (staff, soci e beneficiari di progetti del GAL) e testati sperimentalmente presso il GAL Prealpi e Dolomiti, scelto come caso di studio. I risultati dimostrano che la digitalizzazione del processo di valutazione permette di ottimizzare la raccolta dei dati facilitare l'autovalutazione e rafforzare la cultura della cooperazione tra gli attori locali. Lo strumento proposto rappresenta un modello replicabile su scala nazionale, utile migliorare la trasparenza la comparabilità e l'efficacia del monitoraggio dei programmi LEADER. In conclusione, la ricerca evidenzia come l'innovazione digitale possa contribuire a rendere la PAC non solo più efficiente dal punto di vista operativo ma anche più partecipativa, inclusiva e orientata ai risultati, valorizzando il ruolo dei GAL nello sviluppo sostenibile delle aree rurali.
