Faced with the growing complexity and the inescapable urgency of the global climate crisis, there is a clear need for a structural rethinking of economic, social, and territorial development models. This is particularly evident in urban areas, which account for over 70% of global greenhouse gas emissions, and where European cities are taking on a strategic role in promoting policies oriented towards decarbonization and climate neutrality. This thesis aims to analyze the crucial role of cities in the transition towards climate neutrality. The analysis focuses on the European “Net Zero Cities” project and the case study of Padua, selected by the European Union as one of the 100 “Climate-Neutral and Smart Cities”. The first part of the study outlines the theoretical and regulatory framework of the green transition in the EU. It examines the impact of climate change on urban areas, the intrinsic link between urbanization and environmental sustainability, and the importance of the energy transition in achieving climate goals. The role of the European Union as a regulatory actor is then analyzed through instruments and strategies such as the “Green Deal”, the “Climate Law”, and the “Fit for 55” package, which place cities at the center of decarbonization trajectories. The second part is dedicated to an in-depth analysis of the “Net Zero Cities” project, a pivotal initiative of the European Mission “100 Climate-Neutral and Smart Cities by 2030”. This section examines the strategic objectives of the mission, the technical and financial support mechanisms, the functioning of the “City Mission Platform”, and the structure of the “Climate City Contracts”, which serve as innovative tools for integrated planning and urban governance. The third part develops the case study of Padua, one of the six Italian cities selected by the European Commission to participate in the project. Following a reconstruction of the city's urban and environmental profile, the main local planning tools are analyzed—specifically the “Sustainable Energy and Climate Action Plan” (SECAP)—alongside key projects related to sustainable mobility, energy efficiency, and integrated territorial governance. The section also makes use of field research conducted through a semi-structured interview with an institutional representative with the aim of assessing perceptions, expectations, collaborative practices and criticalities in the transition process. The thesis concludes with a reflection on the limitations and potential highlighted by the case study, proposing policy assessments and directions for future research in the fields of urban governance, sustainability, and climate neutrality.

Di fronte alla crescente complessità e all'urgenza ineludibile della crisi climatica globale, emerge la necessità di un ripensamento strutturale dei modelli di sviluppo economico, sociale e territoriale. Questo è particolarmente visibile nelle aree urbane, dove si concentra oltre il 70% delle emissioni globali di gas serra e dove le città europee assumono un ruolo strategico nella promozione di politiche orientate alla decarbonizzazione e alla neutralità climatica. La presente tesi si propone di analizzare, il ruolo cruciale delle città nella transizione verso la neutralità climatica. L'analisi si focalizza sul progetto europeo “Net Zero Cities” e sul caso studio della città di Padova, selezionata come una delle 100 “Climate-Neutral and Smart Cities” dall’Unione europea. La prima parte del lavoro ricostruisce il quadro teorico e normativo della transizione verde nell'UE, approfondendo l’impatto dei cambiamenti climatici sulle aree urbane, il legame intrinseco tra urbanizzazione e sostenibilità ambientale e l’importanza della transizione energetica nel raggiungimento degli obiettivi climatici. Viene poi analizzato il ruolo dell'Unione Europea come attore regolativo, attraverso strumenti e strategie come il “Green Deal”, la “Climate Law” e il pacchetto “Fit for 55”, che pongono le città al centro delle traiettorie di decarbonizzazione. La seconda parte è dedicata all'analisi approfondita del progetto “Net Zero Cities”, iniziativa cardine della Missione Europea “100 Climate-Neutral and Smart Cities by 2030”. Vengono esaminati gli obiettivi strategici della missione, i meccanismi di supporto tecnico-finanziario, il funzionamento del “City Mission Platform” e la struttura dei “Climate City Contracts”, strumenti innovativi di pianificazione integrata e governance urbana. Nella terza parte si sviluppa l'analisi del caso di Padova, una delle sei città italiane selezionate dalla Commissione europea per partecipare al progetto. Dopo una ricostruzione del profilo urbano e ambientale della città, si analizzano i principali strumenti di pianificazione locale, in particolare il “Piano d’Azione per l’Energia Sostenibile e il Clima” (PAESC), e i progetti chiave legati alla mobilità sostenibile, all’efficienza energetica e alla governance integrata del territorio. La sezione si avvale anche di una ricerca sul campo condotta attraverso un'intervista semi-strutturate con un rappresentante istituzionale con l'obiettivo di valutare percezioni, aspettative, pratiche collaborative e criticità nel processo di transizione. La tesi si conclude con una riflessione sui limiti e le potenzialità emerse dal caso studio, proponendo valutazioni di policy e direzioni di ricerca futura in materia di governance urbana, sostenibilità e neutralità climatica.
