This study focuses on the use of place-based policies in the process of developing and promoting Italy's inner areas. More specifically, it aims to assess which are the main intervention priorities in these development processes and whether it is possible to identify some common strategic models, with a specific focus on two key sectors, i.e. agriculture and tourism, by examining the benefits of allocating resources to these sectors and analysing the case of the National Strategy for Inner Areas (SNAI), with the aim of assessing the impact that its first implementation cycle has had, and may continue to have, on them. To achieve this objective, it is necessary to first clarify the reference context, namely that of Italy’s inner areas. The analysis begins with their socio-economic characteristics and proceeds to define the criteria that officially classify these territories as inner areas, allowing their inclusion in the strategy. The study then examines the role of agriculture within these territories, emphasizing how its development is grounded in the concepts of diversification and integration with other key sectors, particularly tourism. This leads to the introduction of the concept of place-based policies, highlighting the need to implement measures tailored to the specific context of each area in order to foster a medium- to long-term territorial recovery process based on the active participation of local stakeholders. The Italian SNAI framework is therefore examined through the selection of three pilot areas as case studies: the Comelico Inner Area, the Po Delta Estuary Area, and the Spettabile Reggenza dei Sette Comuni Area. These three areas are identified through the re-elaboration of data collected from official strategy documents and the application of cluster analysis, with the aim of selecting the territories that best represent the role of the two SNAI expenditure categories examined in this study: agriculture and tourism. This approach ultimately enables an in-depth analysis of the collections of the strategic documents associated with these areas in order to assess the implementation of the strategy and the outcomes it has produced within the territories, although still preliminary, in relation to the objectives established by each area. This highlights not only that the agricultural and tourism sectors constitute the foundation of the development and regeneration pathways pursued by Italy's inner areas, but also reflects the commitment of local communities and policymakers to allocate resources to these sectors in order to restore the economic and social well-being of their territories.

Il seguente studio si concentra sull'utilizzo delle politiche territoriali a sostegno del processo di sviluppo e promozione delle aree interne italiane. Nello specifico, si pone l'obiettivo di determinare quali siano le priorità di intervento in tali processi di sviluppo e se sia possibile delineare modelli strategici comuni concentrando l'attenzione su due settori principali, agricoltura e turismo, esaminando i benefici apportati dall'allocazione di risorse verso questi due settori ed analizzando il caso della Strategia Nazionale Aree Interne (SNAI), con il fine di definire che tipo di impatto il suo primo ciclo di programmazione ha avuto e continuerà ad avere su di essi. Per raggiungere tale scopo, è necessario chiarire innanzitutto il contesto di riferimento, quello delle aree interne italiane. La loro analisi inizia dalle caratteristiche socio-economiche e procede col definire quali siano i criteri secondo i quali è possibile classificare questi territori come aree interne, permettendo la loro inclusione nella strategia. L'analisi si sposta poi sul ruolo dell'agricoltura all'interno di tali territori, dando enfasi ai concetti di diversificazione ed integrazione con altri settori, tra cui quello turistico, come basi per il suo sviluppo. Ciò porta all'introduzione del concetto di politiche territoriali, sottolineando la necessità di misure di intervento specifiche per ogni contesto d'area per generare processi di rigenerazione e sviluppo territoriale a medio-lungo termine basati sulla partecipazione attiva di attori locali. Il contesto SNAI è quindi esaminato attraverso la selezione di tre aree pilota come casi studio: l'area interna del Comelico, l'area interna della foce del Delta del Po, e l'area interna Spettabile Reggenza dei Sette Comuni. Queste tre sono identificate tramite una prima rielaborazione dei dati collezionati dai documenti ufficiali della Strategia ed una successiva applicazione di una analisi cluster, ottenendo infine una selezione di quei territori che meglio rappresentano il ruolo delle due categorie di spesa SNAI in esame: agricoltura e turismo. Tale approccio permette infine una analisi approfondita dei documenti strategici associati a ciascuna di queste tre aree con l'obiettivo di definire lo stato di avanzamento della strategia ed i risultati da essa prodotti, seppur preliminari, in relazione agli obiettivi predefiniti da ciascuna area. Ne risulta che agricoltura e turismo costituiscono le basi portanti per i processi di rigenerazione e sviluppo delle aree interne italiane, riflettendo l'impegno delle comunità locali e dei decisori pubblici nel destinare buona parte delle risorse disponibili a questi settori con l'intento di ristabilire il benessere economico e sociale di questi territori.
