Quarantine kennels and long-term dog shelters play an essential role in the management of stray animals in Italy, contributing to the animal care and welfare. Quarantine kennels are managed by the Local Sanitary Authorities (ASL), which are responsible for providing identification and initial care to stray or abandoned dogs recovered within the territory, while long-term dog shelters host them for longer periods, promoting their welfare and facilitating their adoption. This thesis focuses on the description of the long-term dog shelter facility and the analysis of the structural, managerial and health requirements necessary to ensure high standards of biosecurity, care and animal welfare. Regarding structural aspects, the analysis considered the overall characteristics that the facility must possess, as well as the organization of its various areas. Both managerial and health-related aspects were examined with the common objective of limiting the entry and spread of diseases within the facility, respectively through hygiene and safety procedures and a proper workflow. Finally, based on the legislation and literature review, a self-monitoring checklist was developed and drafted, intended to support the proper functioning of the shelter facility, the identification of critical issues and managerial solutions in front of structural deficiencies.
Il canile sanitario e il canile rifugio rivestono un ruolo essenziale nella gestione del randagismo in Italia, contribuendo alla cura e all’assistenza animale. Il canile sanitario è una struttura gestita dalle Aziende Sanitarie Locali (ASL), che si occupano di identificare e fornire la prima assistenza ai cani vaganti recuperati nel territorio o abbandonati, mentre il canile rifugio ha il compito di ospitarli per un tempo più lungo, facendosi carico della loro tutela e promuovendone l'adozione. La presente tesi si focalizza sulla descrizione del canile rifugio e sull’analisi dei suoi requisiti strutturali, gestionali e sanitari necessari per garantire elevati standard di biosicurezza, cura e benessere animale. Riguardo agli aspetti strutturali, sono state prese in considerazione le caratteristiche che la struttura e l’organizzazione dei vari locali devono possedere, mentre la disamina degli aspetti gestionali e sanitari si concentra sulle misure atte a limitare l’ingresso e la diffusione delle patologie nella struttura, attraverso procedure igienico-sanitarie, di sicurezza e di organizzazione dei flussi di lavoro. Infine, dallo studio della normativa e della bibliografia è stato possibile ottenere la stesura di una check-list di autocontrollo, utile a supportare la verifica dei requisiti nelle strutture, evidenziando possibili criticità e facilitando l’individuazione di soluzioni gestionali di fronte ad eventuali carenze strutturali.
