La competizione strategica contemporanea: un’analisi comparata tra la Belt and Road Initiative e il Global Gateway in Kenya

This thesis aims to analyse the contemporary strategic competition between the People’s Republic of China and the European Union through a comparison between the Belt and Road Initiative and the Global Gateway in Kenya. The latter serves as a case study because it’s a country where projects of both programmes are implemented simultaneously and because of its attractiveness for foreign investment and, consequently, for strategic rivalry between major powers. After presenting the main characteristics, the objectives and the context in which the two initiatives develop, the work focuses on the differences regarding governance, economic and financial aspects, impact and local perception in Kenya. The analysis highlights that the Belt and Road Initiative is generally characterised by the speed and the visibility of its projects, but it also presents significant risks related to debt and economic sustainability. In contrast, the Global Gateway promotes a model based on sustainability, inclusivity and the values of democracy and human rights, although it faces greater challenges in terms of implementation and visibility of its projects.

La presente tesi si propone di analizzare la competizione strategica contemporanea che coinvolge la Repubblica Popolare Cinese e l’Unione Europea attraverso un confronto tra la Belt and Road Initiative e il Global Gateway in Kenya. Quest’ultimo viene utilizzato come caso studio in quanto Paese in cui sono implementati contemporaneamente progetti di entrambi i programmi e perché presenta elementi che lo rendono particolarmente attrattivo per gli investimenti stranieri e, dunque, per la rivalità strategica tra grandi potenze. Dopo aver effettuato una ricostruzione delle caratteristiche generali, degli obiettivi e del contesto in cui si sviluppano le due iniziative, l’elaborato si concentra sulle differenze riguardanti la governance, gli aspetti economico-finanziari, l’impatto e la percezione locale in Kenya. L’analisi evidenzia come la Belt and Road Initiative sia generalmente contraddistinta da rapidità e visibilità delle opere realizzate, ma presenti anche rischi significativi legati all’indebitamento e alla sostenibilità economica dei progetti, mentre il Global Gateway promuove un modello incentrato sulla sostenibilità, sull’inclusività e sui valori della democrazia e dei diritti umani, incontrando però maggiori difficoltà in termini di implementazione e visibilità degli interventi.
