This thesis analyses the phenomenon of bullying and practices of inclusion in primary schools, through an intercultural comparison between Italy and Norway. The research stems from an Erasmus placement in Norway, during which questionnaires were administered to pupils and teachers, alongside educational activities such as reading a picture book on the theme of exclusion. The same research will be replicated in Italy in order to make a direct comparison. The theoretical framework presents the main definitions and types of bullying, drawing on the work of Dan Olweus and the Italian and international literature. The concept of inclusion is also explored in depth, understood not only as the integration of pupils with disabilities but also as the creation of a positive and participatory classroom environment, through an analysis of the legislation and educational policies in the two countries (Law 104/92 and the MIUR guidelines in Italy; ‘inkluderende skole’ and the ‘Zero Tolerance for Bullying’ policy in Norway). The research adopts a mixed-methods approach: quantitative, through the administration and analysis of questionnaires, and qualitative, through thematic analysis of open-ended responses. The objectives are to investigate how pupils and teachers perceive incidents of bullying and exclusion, to assess the effectiveness of educational strategies, and to compare the differences between the two contexts. The expected results suggest that Norwegian schools place greater emphasis on participation and social wellbeing, whilst Italian schools demonstrate a stronger tradition of inclusive policy. The conclusions will offer insights into how to strengthen teacher training and make better use of narrative tools, such as picture books, in the prevention of bullying.

La tesi analizza il fenomeno del bullismo e le pratiche di inclusione scolastica nella scuola primaria, attraverso un confronto interculturale tra Italia e Norvegia. L’indagine nasce dall’esperienza Erasmus svolta in Norvegia, durante la quale sono stati somministrati questionari ad alunni e insegnanti, affiancati da attività didattiche come la lettura di un albo illustrato dedicato al tema dell’esclusione. La stessa indagine verrà replicata in Italia, al fine di effettuare un confronto diretto. Nel quadro teorico vengono presentate le principali definizioni e tipologie di bullismo, con riferimento agli studi di Dan Olweus e alla letteratura italiana e internazionale. È inoltre approfondito il concetto di inclusione, inteso non solo come accoglienza di alunni con disabilità ma come costruzione di un clima di classe positivo e partecipativo, analizzando le normative e le politiche educative nei due Paesi (Legge 104/92 e Linee guida MIUR in Italia; inkluderende skole e Zero Tolerance for Bullying policy in Norvegia). La ricerca adotta un approccio misto: quantitativo, tramite la somministrazione e analisi di questionari, e qualitativo, tramite analisi tematica delle risposte aperte. Gli obiettivi sono indagare come alunni e insegnanti percepiscano episodi di bullismo ed esclusione, valutare l’efficacia delle strategie educative, e confrontare le differenze tra i due contesti. I risultati attesi suggeriscono che la scuola norvegese promuova maggiormente partecipazione e benessere relazionale, mentre la scuola italiana mostri una più forte tradizione normativa inclusiva. Le conclusioni offriranno spunti per rafforzare la formazione docente e per valorizzare strumenti narrativi come l’albo illustrato nella prevenzione del bullismo.
