Verso una politica agricola più sostenibile: l'attuazione degli eco-schemi in Italia e in alcuni paesi europei

My thesis focuses on the Strategic Plans of the Common Agricultural Policy (CAP) for the programming period 2023-2027, with a particular emphasis on Italy and a comparison with Germany and France. I chose to include these countries as they play a significant role in the agronomic field and have a substantial impact on the Italian economy, such as through the importation of livestock from France. The main objective of my thesis is to introduce the CAP and its Strategic Plans, with a specific focus on eco-schemes. Eco-schemes are a new addition introduced with the recent regulations starting from January 1, 2023. They provide member states with the flexibility to adopt measures according to their specific needs. The aim of eco-schemes is to target climate change, promote animal welfare, reduce the use of pharmaceuticals and pesticides, preserve water and soil quality, biodiversity, and foster a more sustainable and environmentally-oriented CAP.

Il mio lavoro di tesi si concentra sui Piani Strategici della Politica Agricola Comune (PAC) per il periodo di programmazione 2023-2027, con particolare attenzione all’Italia e ai confronti con Germania e Francia. Ho scelto di includere questi paesi in quanto rivestono un ruolo di rilievo nell’ambito agronomico e influenzano significativamente l’economia italiana, ad esempio tramite l’importazione di bestiame dalla Francia. L’obiettivo principale della mia tesi è introdurre la PAC e i relativi Piani Strategici, focalizzando in particolare sugli eco-schemi. Gli eco-schemi sono una novità introdotta con la recente regolamentazione della PAC dal 1 gennaio 2023. Essi offrono agli Stati membri la flessibilità di adottare misure in base alle proprie esigenze specifiche. L’obiettivo degli eco-schemi è di affrontare in modo mirato i cambiamenti climatici, promuovere il benessere animale, ridurre l’uso di farmaci e pesticidi, preservare la qualità dell’acqua, del suolo e della biodiversità, ed anche di promuovere una PAC piú sostenibile e orientata all’ambiente.
