This bachelor thesis aims firstly at demonstrating that adopting a gender perspective in the elaboration of peace policies is necessary, given the valuable contribution it can add to the process of building positive peace worldwide. To do so, I present the process of gender mainstreaming in peace policies that was made until here thanks to one-hundred years of feminist activism, which culminated into the passing of UNSCR 1325/2000 and the emerging of the Women, Peace and Security agenda as delineated by this and the following resolutions of the United Nations Security Council. On this basis, I later refer to data on achieved and unachieved goals and I propose new aspects to be incorporated in the WPS agenda. Secondly, I focus on the European Union case, in order to observe its action as a gender actor in the field of peace and security and then evaluate its achievements, attempting to identify the next steps the EU should take on this matter in the future.
Questa tesi triennale mira innanzitutto a dimostrare la necessità di adottare una prospettiva di genere nell’elaborazione delle politiche di pace, evidenziando il contributo che essa è in grado di apportare alla costruzione della pace positiva. Per fare ciò, si presenta il processo di gender mainstreaming nelle politiche di pace fin qui compiuto grazie a cento anni di attivismo femminista, approdato nell’approvazione della UNSCR 1325/2000 e nella formazione dell’Agenda Donne, Pace e Sicurezza così come delineata da essa e dalle successive risoluzioni del Consiglio di Sicurezza delle Nazioni Unite. Su questa base, si procede a riportare dati sugli obiettivi raggiunti e disattesi e a proporre nuove questioni da incorporare nell’Agenda DPS. Successivamente, la trattazione si concentra sul caso dell’Unione europea, allo scopo di osservare la sua azione nel ruolo di gender actor in materia di pace e sicurezza e di valutare i risultati raggiunti, nel tentativo di individuare quali passi è auspicabile compia in questo ambito in futuro.
