The feed industry in Italy is constantly changing. Assalzoo, the trade association representing most of the companies that produce and distribute animal feed, demonstrates this every year through a survey on the economic performance of the whole field. The main players in the field are the feed business operators (FBOs) who, in order to carry out their economic activities, must comply with numerous relevant European regulations. These have multiple objectives, including the regulation of the various authorizations that the FBOs must obtain to produce and/or distribute their feeds; the promotion of safety and hygiene of the finished products placed on the market, to be achieved, for example, through the adoption of self-control plans by the companies; clear and correct labeling of products and much more. This unified regulatory framework concerns products whose technical characteristics and purposes of use sometimes differ significantly. Consider that within the same community regulatory framework for feeds, both relatively simple products such as cereal flours for the feeding of farm animals (e.g., cattle and pigs), and formulated products made according to criteria and standards close to those of the pharmaceutical industry are included. This is the case with complementary feeds for pets, formulated for example in tablets or capsules weighing less than a gram, containing functional principles such as vitamins, incorporated in the order of a few mgs per single dose. For this second category of products, in particular, having a document for internal use that summarizes precisely and exhaustively all the technical characteristics of the same, represents an indispensable necessity that goes well beyond regulatory obligations. After briefly presenting the regulatory framework for the FBOs, the thesis aims to provide them with a guideline useful for the correct drafting of a Technical File that collects and describes, in a synthetic but complete manner, all the essential technical characteristics of a complementary feed placed on the market. Although there are no specific obligations, as mentioned earlier, for drafting such a document, it is believed that its drafting according to criteria of synthesis, precision, and completeness, can represent an important internal tool for sharing essential technical information of a product in a timely and efficient manner among all the interested company departments; by doing so, work times and procedures are optimized, maximizing essential data such as information on products that represent one of the main intangible assets constituting the company's assets. After describing each individual chapter of the Technical File, this thesis presents an example related to a complementary feed for dogs and cats marketed by Innovet Italia Srl and produced by Epitech Group Spa, where the candidate had a fruitful pre-degree internship experience.
Il settore dell’industria mangimistica in Italia è in continuo cambiamento. Assalzoo, associazione di categoria che rappresenta la maggior parte delle aziende che producono e distribuiscono alimenti per animali, lo dimostra ogni anno tramite un'indagine sull’andamento economico dell’intero settore. I protagonisti del comparto sono gli operatori del settore dei mangimi (OSM) che, per poter esercitare le loro attività economiche, devono ottemperare a numerose normative europee di riferimento. Queste hanno molteplici obiettivi, tra i quali la regolamentazione delle diverse autorizzazioni che gli OSM devo ottenere per produrre e/o distribuire i loro mangimi; la promozione della sicurezza e dell’igiene dei prodotti finiti immessi sul mercato, da raggiungere, per esempio, tramite l’adozione di piani di autocontrollo da parte delle aziende; una chiara e corretta etichettatura dei prodotti e molto altro ancora. Tale quadro normativo unitario riguarda prodotti le cui caratteristiche tecniche e i cui scopi di utilizzo divergono in maniera a volte particolarmente significativa. Basti pensare che nell’ambito dello stesso quadro regolatorio comunitario dei mangimi ricadono sia prodotti relativamente semplici come le farine di cereali per l’alimentazione degli animali DPA (es. bovini e suini), sia prodotti formulati e realizzati secondo criteri e standard vicini a quelli dell’industria farmaceutica. È il caso dei mangimi complementari per animali da compagnia, formulati ad esempio in compresse o capsule del peso inferiore al grammo, contenenti principi funzionali come vitamine, incorporate nell’ordine di pochi mg per singola dose. Per questa seconda categoria di prodotti, in particolar modo, poter disporre di un documento ad uso interno, che riassuma in maniera precisa ed esaustiva tutte le caratteristiche tecniche degli stessi, rappresenta una necessità imprescindibile che va ben al di là degli obblighi normativi. Dopo aver presentato brevemente il quadro normativo di riferimento per gli OSM, la tesi vuole fornire agli stessi una linea guida utile ad una corretta redazione di un Fascicolo Tecnico che raccolga e descriva, in maniera sintetica ma completa, tutte le caratteristiche tecniche essenziali di un mangime complementare immesso sul mercato. Pur non esistendo obblighi specifici, come accennato in precedenza, per la stesura di un tale documento, si ritiene che la sua redazione secondo criteri di sintesi, precisione e completezza, possa rappresentare uno strumento ad uso interno importante per condividere in maniera tempestiva ed efficiente le informazioni tecniche essenziali di un prodotto, tra tutti i reparti aziendali interessati; così facendo si ottimizzano tempi e procedure di lavoro valorizzando al massimo dati essenziali come le informazioni sui prodotti che rappresentano uno dei principali asset immateriali che costituisce il patrimonio aziendale. Dopo aver descritto ogni singolo capitolo del Fascicolo Tecnico, in questa tesi di laurea ne viene presentato un esempio relativo ad un mangime complementare per cani e gatti commercializzato dalla Innovet Italia Srl e prodotto dalla Epitech Group Spa, presso la quale il candidato ha svolto una fruttuosa esperienza di tirocinio pre-lauream.
