Today we find ourselves in a transition process that passes from the liberal world order to something we do not know yet, and which sees international cooperation characterized by geopolitical changes in which wars, commercial pressures and economic sanctions are at the top of the international agenda; where new technologies fuel new forms of influence and violence; and where dialogue between the great powers appears lacking. In this paper we will dive into one of the many consequences of this transition, namely the disintegration of the architecture of arms control. In particular, we will study the serious threat represented by the phenomenon of the proliferation of the so-called weapons of mass destruction (Weapons of Mass Destruction - WMD) and how the changed international conditions have facilitated potential terrorist groups in coming into possession of these lethal weapons. Above all, we will go deeper into the description and analysis of the approach of the First Committee for Disarmament and International Security of the United Nations General Assembly, on the matter. The issue of the spread of these types of armaments is of fundamental importance in the broader debate regarding international peace and security. However, although proliferation programs have widespread ramifications and constitute a risk even within the systems of the European area, the topic in question is still little known and often perceived as distant from the reality experienced by many Western countries.
Ad oggi ci troviamo all’interno di un processo di transizione che passa dall’ordine mondiale liberale a qualcosa che ancora non conosciamo e che vede la cooperazione internazionale caratterizzata da cambiamenti geopolitici in cui guerre, pressioni commerciali e sanzioni economiche sono in cima all’agenda internazionale; in cui le nuove tecnologie alimentano nuove forme di influenza e violenza; e dove il dialogo tra le grandi potenze appare carente. In questo elaborato si andrà ad approfondire una delle molteplici conseguenze di questa transizione, ovvero il disfacimento dell’architettura sul controllo degli armamenti. In particolare, si andrà a studiare la grave minaccia rappresentata dal fenomeno della proliferazione delle cosiddette armi di distruzioni di massa (Weapons of Mass Destruction – WMD) e di come le mutate condizioni internazionali, abbiano facilitato potenziali gruppi terroristi nell’entrare in possesso di tali armi letali. Si andrà ad approfondire soprattutto la descrizione e l’analisi dell’approccio del Primo Comitato per il Disarmo e la Sicurezza Internazionale dell’Assemblea Generale delle Nazioni Unite, in materia. Il tema della diffusione di queste tipologie di armamenti, riveste un’importanza fondamentale nel più ampio dibattito riguardante la pace e la sicurezza internazionale. Tuttavia, nonostante i programmi di proliferazione abbiano ramificazioni diffuse e costituiscano un rischio anche all’interno dei sistemi dell’area europea, il tema in questione risulta ancora poco conosciuto e spesso percepito distante rispetto alla realtà che vivono molti paesi occidentali.
