The Italian National Health Service (SSN) is a comprehensive healthcare system designed to guarantee universal access to quality healthcare services for all citizens. However, despite its egalitarian goals, significant disparities persist in the delivery of healthcare services across different regions of the country, particularly between Northern and Southern Italy. These disparities remain a pressing issue despite recent measures aimed at addressing them. This thesis aims to investigate the root causes and consequences of the profound North-South divide in Italy's healthcare system and resource management. The analysis will focus on two contrasting regional case studies: Veneto, a well-performing "virtuous" region, and Puglia, a laggard "vicious" region. By comparing their healthcare models and outcomes, the study seeks to identify the underlying factors driving these disparities. Furthermore, the thesis will explore the potential impact of increased regional autonomy in healthcare matters on the SSN. The research will conclude with recommendations on how to effectively reduce healthcare inequalities and strengthen the overall performance of the SSN.
Il Sistema Sanitario Nazionale (SSN) italiano è un sistema di strutture e servizi che hanno lo scopo di garantire a tutti i cittadini, in condizioni di uguaglianza, l’accesso universale all’erogazione equa delle prestazioni sanitarie. Tuttavia esistono molte disuguaglianze nella fruizione dei servizi sanitari tra le diverse aree del Paese, specialmente tra Nord e Sud Italia. Tali differenze rappresentano tuttora un problema significativo nonostante le misure adottate negli ultimi anni. All’interno della mia tesi di laurea intendo analizzare le cause e le conseguenze delle profonde differenze tra Nord e Sud Italia nell’erogazione dei servizi sanitari e nella gestione delle risorse del SSN; prenderò in esame in particolare i sistemi sanitari di due regioni, Veneto e Puglia, come esempi di regioni “virtuose” e “viziose”, al fine di compararne le performance. Approfondirò inoltre il potenziale impatto sul SSN delle maggiori autonomie richieste dalle Regioni in materia di “tutela della salute”, concludendo con alcune considerazioni su come potrebbero essere ridotte le diseguaglianze nel sistema sanitario.
