Nowadays, the status of families in a vulnerable condition is increasingly increasing, understood in terms of a condition that the family lives in specific phases of its life cycle. In such a situation, the developmental needs of children do not have the necessary and/or adequate answers and this will lead to the emergence of the phenomenon of parental neglect. Vulnerability is analysed not only as a risk condition, but also as an opportunity for growth and change, in line with the theories of authors such as Brown, Lacharité and Lévinas. In addition, the problem of parental neglect is examined, understood as an absence of adequate responses to the child’s developmental needs, with consequences on his psychological and emotional development. The aim is to illustrate the structure, objectives and theoretical framework of the P.I.P.P.P. programme. The programme is based on key principles such as Prevention, Early Learning and Programme; With the aim of acting promptly in situations of vulnerability to avoid the institutionalisation of children. Next, there will be a reflection on the possibility of broadening the criteria for access to the programme, extending support also to families that, although not falling into traditional categories of vulnerability, could benefit from early intervention. In addition, particular attention is paid to the importance of including adolescents in support pathways, recognizing this stage of development as crucial for the emotional and relational well-being of the child. The aim of these reflections is to highlight how greater inclusiveness can not only enhance the effectiveness of the programme, but also help prevent situations of vulnerability which, if not addressed in a timely manner, could compromise the well-being of children and families themselves.
Oggigiorno aumenta sempre di più lo status delle famiglie in una condizione di vulnerabilità, intesa nei termini di una condizione che la famiglia vive in specifiche fasi del proprio ciclo vitale. In tale situazione, i bisogni evolutivi dei bambini non hanno le necessarie e/o adeguate risposte e ciò porterà a far emergere il fenomeno della negligenza parentale. La vulnerabilità viene analizzata non solo come una condizione di rischio, ma anche come un’opportunità di crescita e cambiamento, in linea con le teorie di autori come Brown, Lacharité e Lévinas. Inoltre, viene approfondita la problematica della negligenza parentale, intesa come un’assenza di risposte adeguate ai bisogni evolutivi del bambino, con conseguenze sul suo sviluppo psicologico ed emotivo. Inoltre, si intende illustrare la struttura, gli obiettivi e il quadro teorico di riferimento del programma P.I.P.P.I. Il programma si fonda su principi chiave come Prevenzione, Precocità e Programma, con l’obiettivo di intervenire tempestivamente nelle situazioni di vulnerabilità per evitare il ricorso all’istituzionalizzazione dei minori. Successivamente, si presenterà una riflessione sulla possibilità di ampliare i criteri di accesso al programma, estendendo il supporto anche a famiglie che, pur non rientrando nelle categorie tradizionali di vulnerabilità, potrebbero trarre beneficio da un intervento precoce. Inoltre, viene posta particolare attenzione all’importanza di includere gli adolescenti nei percorsi di sostegno, riconoscendo questa fase dello sviluppo come cruciale per il benessere emotivo e relazionale del minore. L'obiettivo di queste riflessioni è quello di evidenziare come una maggiore inclusività possa non solo rafforzare l'efficacia del programma, ma anche contribuire a prevenire situazioni di vulnerabilità che, se non affrontate tempestivamente, potrebbero compromettere il benessere dei minori e delle famiglie stesse.
