The purpose of this thesis is to analyse the role and effectiveness of United Nations peacekeeping operations, with a particular focus on the critical issues that have emerged over time and the human rights violations that have occurred during these missions. This work is organized into three chapters: the first provides a conceptual overview of peacekeeping, outlining its evolution and the basic principles governing its operations. The debate surrounding the true effectiveness of these missions is also explored, through an analysis of the UNTAG case in Namibia, which is often cited as a successful example. The second chapter delves into the causes behind the failure of many peacekeeping missions, emphasizing the human rights violations committed by peacekeepers and examining the structural and political limitations of these operations. The third chapter offers a detailed analysis of the MONUSCO peacekeeping mission in the Democratic Republic of Congo, highlighting its critical issues and the reasons for its failure. In conclusion, the thesis proposes a series of strategies and recommendations aimed at improving the future effectiveness of peacekeeping operations, with a focus on ensuring stronger protection of human rights, preventing the recurrence of violations, and enhancing the accountability mechanisms of the United Nations and peacekeepers involved in these missions.
La presente tesi si propone di analizzare il ruolo e l’efficacia delle operazioni di peacekeeping delle Nazioni Unite, con particolare attenzione alle criticità emerse nel corso degli anni e alle violazioni dei diritti umani che si sono verificate durante tali missioni. Il lavoro si articola in tre capitoli: il primo offre una panoramica concettuale del peacekeeping, illustrandone l’evoluzione e i principi fondamentali che ne regolano il funzionamento. Viene inoltre discusso il dibattito sulla reale efficacia di queste operazioni, attraverso l’analisi del caso UNTAG in Namibia, considerato un esempio di successo. Il secondo capitolo approfondisce le cause che determinano il fallimento di molte delle missioni di peacekeeping, concentrandosi sulle violazioni dei diritti umani perpetrate dalle forze di pace e sui limiti strutturali e politici delle operazioni. Il terzo capitolo esamina in maniera dettagliata la missione di peacekeeping MONUSCO nella Repubblica Democratica del Congo, mettendone in luce le criticità e i motivi del suo insuccesso. In conclusione, la tesi propone alcune strategie e raccomandazioni finalizzate a migliorare l’efficacia futura delle operazioni di peacekeeping, nella prospettiva di garantire una più solida tutela dei diritti umani, prevenire il ripetersi di violazioni e rafforzare i meccanismi di responsabilizzazione delle Nazioni Unite e delle forze di pace coinvolte nelle missioni.
