The thesis analyses the Italian tax system and the phenomenon of the brain drain of young entrepreneurs abroad. In the first part, it provides an overview of the main characteristics of the Italian tax system, examining the most relevant taxes. The second part focuses on the so-called “brain drain”, with particular attention to young entrepreneurs: it examines the main causes (such as high tax pressure and lack of job opportunities) and compares Italy with other countries from a fiscal point of view. Finally, the thesis explores the measures adopted by Italy to counteract this phenomenon, including the brain drain, legislative reforms and the “Italia Start up Visa” program, evaluating their results and effectiveness.
La tesi analizza il sistema tributario italiano e il fenomeno della fuga dei giovani imprenditori all’estero. Nella prima parte, fornisce una panoramica delle principali caratteristiche del sistema fiscale italiano, approfondendo le imposte più rilevanti. La seconda parte si concentra sulla cosiddetta “fuga dei cervelli”, con particolare attenzione ai giovani imprenditori: ne esamina le cause principali (come l’elevata pressione fiscale e la carenza di opportunità lavorative) e confronta l’Italia con altri Paesi dal punto di vista fiscale. Infine, la tesi esplora le misure adottate dall’Italia per contrastare questo fenomeno, tra cui il rientro dei cervelli, le riforme legislative e il programma “Italia Start up Visa”, valutandone i risultati e l’efficacia.
