Voluntary policy tools e azione pubblica: il ruolo delle istituzioni nella promozione degli standard ambientali e di sicurezza

The thesis analyzes the role of voluntary policy tools within the field of public policy, with particular attention to international standards in the areas of environmental protection and occupational health and safety. After an overview of regulatory approaches and the main types of policy instruments, the study focuses on ISO 14001, EMAS, and ISO 45001, examining their characteristics, diffusion, and impacts. Special emphasis is placed on the role of public institutions in promoting these tools, with the aim of assessing the potential and limitations of voluntary instruments through the analysis of the different strategies adopted.

La tesi analizza il ruolo dei voluntary policy tools nell’ambito delle politiche pubbliche, con particolare attenzione agli standard internazionali in materia ambientale e di salute e sicurezza sul lavoro. Dopo una panoramica sugli approcci regolativi e sulle principali tipologie di strumenti di policy, l’elaborato si concentra sull’esame di ISO 14001, EMAS e ISO 45001, osservandone caratteristiche, diffusione e impatti. Particolare rilievo viene attribuito al ruolo delle istituzioni pubbliche nella promozione di tali strumenti, attraverso lo studio delle diverse strategie attuate si vuole analizzare potenzialità e limiti degli strumenti volontari.
